Chief of Staff, NYCT Position Summary:
The Deputy Chief of Staff serves as a senior strategic leader within the Office of the President, supporting the Chief of Staff in advancing New York City Transit's (NYCT) highest-priority initiatives. This role is responsible for the strategic planning, design, development, implementation, and oversight of complex programs and projects that drive agency-wide performance and transformation. The incumbent will lead a high-performing program management team, ensuring alignment of cross-functional initiatives with NYCT's operational goals, timelines, and long-term strategic vision. Acting as a key liaison between executive leadership and internal/external stakeholders, the Deputy Chief of Staff will oversee special projects, guide enterprise-wide initiatives, and provide strategic counsel on matters of critical importance to the agency. The Deputy Chief of Staff is empowered to make high-impact decisions related to executive project planning and strategic prioritization. This role requires strong leadership, sound judgment, and the ability to navigate complex political, operational, and organizational dynamics
Responsibilities:
Drive execution of agency-wide programs, special projects, and strategic initiatives aligned with NYCT priorities and executive leadership direction Serve as a senior point of contact to ensure executive sponsorship, accountability, and timely delivery of results Coordinate cross-functional efforts to support enterprise-level initiatives and alignment with Chair's Office priorities Provide strategic guidance to senior advisors and department heads to advance NYCT's annual goals and long-term priorities Support the development, implementation, and tracking of performance metrics reported to executive leadership Assist in executing the President's vision through key NYCT-wide initiatives, such as but not limited to: Fare compliance improvement strategies Technology implementation and innovation (e.g., real-time passenger information) Capital program prioritization in coordination with MTA Construction & Development (C&D) Operational modernization efforts Platform safety enhancements and emergency preparedness initiatives Direct and mentor senior advisors in the execution of high-impact projects and initiatives Ensure alignment of project timelines with program schedules, budgets, and agency priorities Establish and maintain a structured program and project management framework to drive consistency and efficiency Serve as a trusted advisor to the Chief of Staff, NYCT executives, and agency leadership Conduct strategic reviews and provide recommendations on major initiatives of significance to NYCT Lead risk identification, assessment, and mitigation strategies across programs and projects Oversee policy development and continuous improvement of operational processes and governance structures
Education and Experience:
Bachelor's degree in business administration, Public Policy, Economics, Urban Planning, Transportation, Operations Research, or related field At least ten (10) years of related professional experience, including a minimum of six (6) years of supervisory/managerial/project management experience, or A satisfactory equivalent of the combined education and experience
Desired Skills:
Strong organizational, communication, and interpersonal skills. Ability to manage multiple priorities in a fast-paced environment with attention to detail. High level of professionalism, discretion, and ability to handle confidential information. Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and working knowledge of systems such as PeopleSoft, Salesforce (Cassie), and related administrative tools. Strong writing, proofreading, and editing skills with excellent command of grammar and business communication. Ability to work effectively across all levels of the organization and build strong working relationships.
Selection Method:
Based on evaluation of education, skills, experience, interview, and written assessment. All selected candidates will be subject to a full background investigation that includes employment and education. Discrepancies may lead to dismissal.
Other Information:
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission") To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying.
