Job Description

SUMMARY:
This is a professional-level position responsible for managing and administering the government grant funds received by the District. This position ensures grant-funded programs operate in compliance with federal, state, and local requirements and that funds are properly allocated, budgeted, expanded, and monitored and reported through the grant life cycle. The position reports to the CFO or his/her designee.
ESSENTIAL JOB FUNCTIONS
Pre Award responsibilities:
  • Submit applications for formula and discretionary grants to Federal Transit Administration (FTA) and Florida Department of Revenue (FDOT).
  • Research, identify, and track grant funding opportunities to support District programs.
  • Coordinate with leadership staff to assess grant feasibility, eligibility criteria and application requirements.
  • Develop grant application timelines and submission schedule.
  • Prepares and/or assists in the development of grant proposals, narratives, budgets, and required document attachments.
  • Ensure grant applications comply with all Federal and State guidelines, statutory requirements, and District policies and procedures.
  • Verify application deadline, to ensure that Agenda items are approved by finance management staff, and coordinate approvals, and authorizations prior to application submission.
  • Serve as the primary point of contact with funding agencies during the pre-award phase. Post Award Responsibilities
  • Manage assigned grants from award acceptance through closeout
  • Review grant award agreements, terms, and conditions to ensure program compliance with FTA and FDOT.
  • Review grant invoices to ensure allowability of costs to ensure timely drawdowns or reimbursements in accordance with grant requirements.
  • Maintains grant schedule for recording and tracking grant proposals, awards and related statistical information.
  • Prepare and submit required financial compliance reports to funding agencies
  • Maintain complete and accurate grant files and documentation for audits to ensure that administrative and budgeting policies, procedures, and agency requirements are being followed.
  • Develop and maintain a library of reference documentation, including such information as funding agency requirements, forms, and other pertinent information.
  • Provide technical guidance to program staff regarding grant requirements and compliance
  • Assist with grant closeout activities, including final reporting and record retention procedures
  • Maintains knowledge of grant funding policies, regulations, and procedures; communicates to departments and advisors on the implementation of changes and the impact to funding operations.
  • Serve as a liaison between departments and grant funding agencies; coordinate with the Finance department to ensure financial compliance.
  • Perform related duties as assigned.

: This position has no supervisory authority
MINIMUM JOB REQUIREMENTS
Bachelor's degree and four years of grant administrative experience or 6 years of direct experience.
OTHER CERTIFICATES/LICENSES
Must have valid Florida driver's license.
KNOWLEDGE & SKILLS EXPECTED
