SUMMARY:
This position is assigned to the Grants Management Branch of the Idaho Office of Emergency Management (IOEM), functioning within the Idaho Military Division (IMD). The primary purpose of these positions is to administer the full range of grant finance and accounting duties, to include performing analysis of grant-funded projects, completing programmatic, administrative, and technical support work for all IOEM grants and pass-through grant funds to local levels of government, not for profit organizations, and other subrecipients for grants, mitigation, and disaster assistance programs throughout the state of Idaho.

MANDATORY REQUIREMENTS
(attach as a supporting document in Luma): (1) Must have and maintain a valid and unrestricted state issued driver's license (from any state). Provide your driver's license number, issuing state, license expiration date, and the full name specified on the license. ( Do not provide a copy of your driver's license.) (2) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods. (3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment. (4) Must agree to attend/accomplish required training (including online or remote training) and participate in exercises as identified in federal grant guidance or directed by the supervisor, according to the schedule established by the supervisor.
REQUIRED EXPERIENCE
(attach as a supporting document in Luma): Must have 24-months' of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience. (1) Describe your knowledge of grant management processes utilized by state and local governments to fund operations, to include applications, compliance, and performance measures for both state and federal grants. (2) Describe your knowledge of IOEM structure, internal and external programs, supported and supporting relationships with emergency response partners, the mission, and role within the IMD and the State of Idaho. (3) Describe your knowledge of state and local government structure and explain how you would use that knowledge to interact effectively with a variety of federal, state, tribal and local government agencies, non-governmental organizations, private-sector businesses and citizens, and to create collaborative/cooperative environments. (4) Describe your knowledge of the Microsoft Office suite of programs; and your ability to generate plans products and develop multi-media presentations used in the facilitation of meetings, training, exercises, and planning projects. (5) Describe your knowledge and skill in written and oral communication how it is sufficient to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent IOEM in interactions with other organizations. (6) Describe your knowledge of basic accounting methods, procedures, and techniques, and your ability to implement knowledge to ensure that expenditures comply with authorized budget amounts, administrative restrictions, and proper accounting structure. (7) Describe your knowledge of data and financial analysis methods, strategies, and tools, along with your ability to practically analyze a variety of grant finance activities and recipient to determine the adequacy, competition, stability, compliance, deficiencies, risk, and benefits of grant finance activities.
