Provides leadership for staff responsible for capital program controls, project funding oversight, grant compliance, and program reporting to Ensure capital projects are executed in accordance with approved plans, grant agreements, funding requirements, and applicable agency regulations. PRIMARY RESPONSIBILITIES
Directs the activities and sets priorities of professional staff responsible for capital program controls, funding administration, project authorization, and grant compliance. o Reviews work products, methods, and procedures to ensure quality and effectiveness. Manages capital funding and budget controls for a multi-project capital improvement program, ensuring compliance with grant requirements and funding agency regulations. o Coordinates budget amendments and funding revisions, securing timely approvals and minimizing project delays. o Optimizes project fund allocation and grant spending schedules to support successful grant spend-down and achievement of capital program goals. o Maintains ongoing communication with funding agency representatives to monitor budget revision requests, track approval status, and facilitate timely resolution of funding issues. Advises leadership on funding strategies for procurements and contract change orders, maximizing the effective use of available grant resources. Identifies projects experiencing implementation challenges and collaborates with project teams to develop solutions that support achievement of established milestones. Directs the preparation and review of executive, Board, and funding agency reports, providing actionable recommendations that improve project oversight, funding compliance, and strategic decision-making. Produces clear and comprehensive program performance reports that enable senior leadership to monitor project progress, address risks, and achieve capital program objectives. Manages the approval and issuance of project authorizations, funding documents, and administrative forms required to initiate and implement capital projects. o Coordinates the approval process for newly funded capital projects, ensuring all required authorizations and documentation are obtained in a timely manner. o Facilitates project start-up activities by preparing and transmitting funding and project documentation to accounting and financial management systems. Manages and participates in the development and implementation of department goals, objectives, policies, and procedures. Collaborates with executive leadership to develop and implement strategic initiatives that support capital program objectives, funding compliance, and organizational priorities. Acts as a liaison between departments and funding agencies to develop viable methods for program implementation. Oversees financial controls for a multi-year capital program budget and ensures alignment between available funding, project implementation schedules, and grant compliance. Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval. Performs related duties as assigned.

CHALLENGES
Providing necessary reporting on project implementation within timeframes established by funding agencies and CTA's executive management. Providing sufficient information in a timely manner, in response to funding agency requests, to secure their approval with a minimum of delay. Assuring the propriety of charges to capital projects in accordance with approved project scope.
EDUCATION/EXPERIENCE REQUIREMENTS
Bachelor's degree in Business, Finance, Engineering, or a related field, plus five (5) years of experience in administration or management of grant-funded capital projects or programs, of which one (1) year was in a management or supervisory role, or an equivalent combination of education and experience relating to this position.
PHYSICAL REQUIREMENTS
Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
Service Area Requirement:
Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at
CTA. KNOWLEDGE, SKILLS, AND ABILITIES
Detailed knowledge of the principles and practices of a capital control program, including grant agreement development and compliance and capital project control analysis. Detailed knowledge of capital grant funding procedures and related processes. Working knowledge of related Federal, State, and local laws, policies, and regulations. Advanced Microsoft Word, Excel, and oracle skills. Strong verbal and written communication skills. Strong organizational skills with great attention to detail. Strong project management skills. Strong analysis skills. Ability to prepare and administer large program budgets. Ability to prepare clear and concise administrative and financial reports. Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations. Ability to utilize the internet to research funding agency requirements.
WORKING CONDITIONS
General office environment. Occasional site visits may be required to understand capital project particulars. This position is considered a "C-List" position under the "Revolving Door" prohibition within the State Officials and Employees Act (5 ILCS 430/5-45), which contains a number of post-employment restrictions CTA employees in C-list designated positions must follow. Among other requirements listed in this statute, CTA employees in C-list designated positions are required to follow State notification procedures to the Office of the Executive Inspector General prior to acceptance of any applicable non-State employment or may be fined significant penalties.
EQUIPMENT, TOOLS, AND MATERIALS UTILIZED
Standard office equipment. Personal computer and related software (Microsoft Word, Power Point, Excel).
