Job Description

Introduction The Maryland Department of Commerce is seeking\r\nqualified applicants for the position of �Portfolio Specialist (Administrator I) within\r\nthe Division of Business Growth & Attraction's Office of Finance\r\nPrograms & Incentives.\r\n\r\n\r\nThis position is a repost and if you previously applied, you will not need to reapply.\r\n GRADE 16\r\n\r\n
LOCATION OF POSITION
The World Trade Center•401 East Pratt Street, Baltimore, Maryland 21202\r\n Main Purpose of Job The primary purpose and function of this position is to support the administration of the\r\nDepartment of Commerce's finance programs by accurately accounting and managing all program activities of active client accounts, and ensure that all compliance, legal and financial obligations of the program recipients are fulfilled.\r\n
POSITION DUTIES
This position is designed to cover a broad range of key functional activities and\r\nresponsibilities assigned to Portfolio Specialist personnel in an FPAA (Final Partnership Administrative Adjustment) "Work\r\nCell" environment.

Duties include the monitoring, managing, and analyzing the Finance\r\nProgram's portfolio of loans, grants, investments, and tax credit programs; assisting\r\nin preparing financial statements in accordance with GAAP; preparation of legislative\r\nand management reports for the Department using USL General Ledger, Web Focus,\r\nPortfol, and FMIS; auditing of annual financial statements; preparing monthly\r\ncash reports; posting to and maintaining various sub-ledger accounts; processing\r\nbilling and collections; performing account reconciliation and research; assisting\r\nin the coordination and preparation of Audited Annual Financial Statements, budget\r\npreparation; advising management and making recommendations on program funding\r\nlevels and other activities. Some State travel.\r\n\r\n\r\nSelected candidates will possess excellent\r\ninterpersonal, written, and oral communication skills; strong analytical and\r\norganizational skills; able to effectively present information;\r\ncomplete concurrent and high priority tasks; aptitude for detailed work;\r\npossess working knowledge of governmental accounting principles as well as\r\nfiscal control reporting policies and procedures, skill in preparing, analyzing\r\nand interpreting financial reports and statements.\r\n\r\n
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate. \r\n
Experience:
Four years of administrative staff or professional work. \r\n
Notes:
\r\n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. \r\n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for•year basis for the required experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\nPreference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n1. BA or\r\nadvanced degree in accounting, finance, business administration, or public\r\nadministration from an accredited college or university.\r\n\r\n\r\n2.Three (3) of the four (4) years of\r\nexperience in banking to include managing commercial credit portfolios.�\r\n\r\n\r\n3.Experience\r\nwith collateral documentation, portfolio management and general\r\nfinancial/accounting processes.�\r\n\r\n\r\n4.Experience using Customer Relationship\r\nManagement Database, Financial Management Information System (FMIS), or other comparable accounting software.\r\n\r\n\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
