Job Description
Village Manager Job Description The Manager will be considered an employee of the Village Council, answerable directly to the Village Council. The Village Manager is the Chief Administrative Officer of the Village. The Village Manager plans, develops, and implements a diverse range of Village services to meet policy directives and community needs. The Village Manager also serves as the Village's budget officer, oversees the organization and direction of all Village departments and coordinates with the Village Personnel Committee on all employee matters. The Village Manager must have leadership qualities to help guide the Village balancing responsible planning for the future along with providing services for the community needs today. Please send resume to villagepresident@ortonvillevillage.com Village Manager Job Duties and Responsibilities Attending all meetings of the Council, the Planning Commission, the ZBA, and other community meetings as requested, and may take part therein, but cannot vote. Making recommendations on the employment and discipline for the Clerk, Treasurer and DPW Director positions to the Village Personnel Committee with Council having final approval. Hiring part time or seasonal employees. Disciplining or dismissing part time or seasonal employees with final review by the Personnel Committee. Acting as an ex-officio member of all committees of the Village Council without a vote. Preparing and administrating The Budget, as provided for in the Uniform Budgeting and Accounting Act, Act 2, P.S. of 1968, as Amended and shall serve as Finance Officer. Acting as the purchasing agent, except in the DPW, in which case the DPW Supervisor, shall be the agent. Making recommendations to the Council for the adoption of such measures as may be deemed necessary or expedient for the improvement or betterment of the Village. Ensures that laws relating to the village and ordinances and regulations of the council are enforced. Presiding Grants Administrator of the Village. Presiding Community Development Block Grant application processor and administrator. Acting as a representative for the Village, whenever the need arises or at the request of the Council. Serving as Public Relations Person, and shall receive citizen's request and route them to the proper agency. Officiating federal-revenue-sharing reporting, public hearings, etc., and shall keep updated on regulation. Executing responsibility for all correspondence to and from the Village, except that specifically designated to someone else by charter. Performing all duties prescribed by village ordinances. Agenda preparation for Village Council meetings. Village Manager Job Qualifications A Bachelor's Degree in public administration, business administration, finance, or related field and responsible municipal management experience or equivalent experience/education combination. A basic understanding or ability to research and comprehend the General Village Laws Act, resolutions, ordinances and regulations pertaining to municipal operations management, budgeting and financial administration, and public information. Knowledge of the professional principles, practices and procedures of public administration. A basic understanding or ability to research and comprehend municipal financial and personnel management, contract negotiation and economic development. Analytical ability to understand complex municipal issues and determine solutions. Ability to manage various projects in different stages to completion. Ability to work within deadlines. Skilled in responding to public inquiries and internal requests with a high degree of diplomacy and professionalism. Ability to write grants and seek funding for various Village projects. Understanding of local politics and how to work effectively with different people and groups.
Pay:
