4646 Shenandoah Ave. - St. Louis, MO This position is responsible for planning, developing, implementing, directing, and marketing for all of Operation Brightside's programs and services and the City's recycling outreach and education team. In addition, the Program Manager II leads the effort to seek other sources of funding to supplement CDBG funds to implement Brightside STL and recycling outreach and education programs.Essential Functions and Responsibilities:
Raises awareness and funding for clean-up and beautification programs as well as recycling outreach and education efforts to achieve agency goals. Marketing, public relations and fundraising may include, but is not limited to, special events, direct mail, grant writing, meeting with potential funders, etc. Program Manager II may secure professional services to help Operation Brightside meet these objectives. Formulates programmatic goals, prepares and submits grant applications and reports. Plans, implements and directs all activities and programs associated with Brightside STL's City-wide clean-up and beautification programs and the City's recycling outreach and education activities. Provides education and outreach to the community, City departments and stakeholders including: newsletters, social media, printed materials and presentations. Organizes and supervises special events and all marketing and volunteer activities. Develops and recommends new and revised policies and procedures to ensure programs are effective and the public is being served as efficiently as possible. Coordinates project activities with other City departments, government agencies, community groups, elected officials, and all key stakeholders. Facilitates community meetings and task forces; acts as an advocate for program and project participants. Completes grant applications and solicits bids; monitors grant spending; monitors compliance and develops compliance review plans; administers contracts. Monitors service providers to ensure quality of service. Establishes work priorities for staff; reviews and evaluates completed work assignments. Resolves employee problems and concerns; provides technical assistance or training to employees, as needed. Performs other duties as assigned by the Director of Parks, Recreation, and Forestry.Knowledge, Skills and Abilities:
Proficiency in MS Word/Excel/PowerPoint essential and Google Suite, Asana, Canva and Adobe PDF.Data Utilization:
Requires the ability to perform mid to upper-level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and oversee the execution of these decisions.Human Interaction:
Requires the ability to manage and direct a large group of employees, which may include firstline supervisors. Oversees and controls employee discipline, selection and allocation, and planning of human resources.Equipment, Machinery, Tools and Materials Use:
Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a personal computer, telephone, calculator and/or materials used in performing essential functions. May be required to operate a motor vehicle.Verbal Aptitude:
Requires the ability to utilize a variety of advisory data and information such as grant reports, budgets, performance appraisals, neighborhood plans, regulations and non-routine correspondence.Mathematical Aptitude:

Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.Physical Requirements:
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as file folders or office paper. Tasks may involve extended periods of time at a keyboard or workstation, such as verifying correct addresses.Sensory Requirements:
Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as participating in a community meeting. Qualifications A Bachelor's degree in Business Administration, Environmental Studies, Community Development, or a closely related field; plus three years of supervisory or administrative experience in a related recycling or sustainability program that includes at least one year of grant writing experience. OR an equivalent combination of education, training and experience.License:
Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
