Job Description

Performs intermediate work in the handling of a variety of assignments in the Department of Developmental Services. Work is performed under the general supervision of the City Manager/Developmental Services Director. Assists with directing, planning, and supervising the citywide grant application, approval, contract and notice precede processes for City departments, non-profit agencies and community organizations. Develops, formulates and implements grant related policies, guidelines, and procedures to ensure program compliance. Research new funding sources at local, state and federal levels as well as with corporate and private foundations. Reads and interprets for proposals and funding guidelines from government agencies and foundations to determine if appropriate for the City and how best to respond. Researches, compiles, describes, organizes, analyzes and presents data and information for grant proposals. Develops outlines, timetables and City standard templates for grant proposals according to funding guidelines. Makes presentations to City Council, other governmental governmental agencies and private corporations concerning grant submissions. Monitors status of submitted grants. Follows up with funding agencies. Responsible for CDBG programs. Assures all federal and state requirements are met; Oversees citizen participation process. Coordinates programs with private and public lenders. Establish and maintain proper financial records and contracts. Monitor contracts to assure compliance with grant requirements, labor standards, and the EEO. Prepares performance and other periodic reports as required by state and federal grantor agencies Administers all phases of local rehabilitation programs including program design, client applications and counseling, credit analysis and assistance with private lending, inspection, job closeout, maintenance of records, etc. Works with local private financial institutions, NCFHA, and other potential sources of private funding to obtain private funds, leveraging for local program. Preforms other related duties as required. Knowledge of grants writing; social and economic impact in rural and urban areas; contracting procedures and bidding process; housing counseling procedures. Working knowledge of processing legal documents. General knowledge of state CDBG and HUD requirements. Requires a bachelor's degree in English, journalism, communication, urban planning, public administration, or related field. Desire two years of experience in grant writing and administration of grants and three years experience in public budgeting, finance, or accounting.
