8am-5pm Position Summary Under the direction of the Director of Grant Management Office (GMO), Assistant Director of Grants Management Office and Oklahoma State Department of Health (OSDH) leadership, this role supervises Grant Management Specialists I to III for all state and federal cross-cutting OSDH grants. This position will support the GMO in planning, development, and implementation of grant management processes throughout the OSDH. This position will ensure regular communications with key stakeholders and interested parties, monitor progress toward established objectives, and oversee overall grant management to ensure compliance with federal, state, and OSDH governance. Position Responsibilities / Essential Functions Oversee the full grant lifecycle, including application review, compliance, submission coordination, and documentation of awards and active contracts Supervise and mentor Grants Management staff, including training, workload distribution, and performance management Provide strategic and operational oversight of grant programs, ensuring compliance with federal (including 2 CFR 200) and state regulations Serve as a senior subject matter expert, advising leadership and stakeholders on complex grant, compliance, and risk-related issues Monitor grant expenditures and financial activity to ensure alignment with approved budgets, program goals, and regulatory requirements Oversee reporting and grant records management, ensuring timely submissions and accurate documentation for financial reconciliation Lead subrecipient monitoring and program evaluation activities to ensure compliance and drive continuous improvement Ensure quality control of financial and programmatic reviews, including invoices, reporting, and reconciliations Lead policy development and process improvement initiatives to enhance efficiency, consistency, and compliance Represent the GMO in high-level stakeholder meetings, audits, and external engagements, maintaining strong internal and external partnerships Stay current on grants management regulations and best practices, supporting continuous improvement within the office. Other Duties Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. Works effectively in team environment, participating with and assisting their peers. Education and Experience Master's degree in public health or a related field plus three years of professional or technical experience in a public health, grants management, business, or leadership capacity; or Bachelor's degree with a minimum of five years of professional or technical experience in a public health, grants management, business, or leadership capacity; or an equivalent combination of education and relevant experience that demonstrates the necessary knowledge, skills, and abilities to perform the essential functions of the position. Previous supervisory experience preferred. Valued Knowledge, Skills and Abilities Demonstrated ability to plan, coordinate, and manage projects in alignment with grant requirements and agency policies. Proven success in establishing and maintaining effective working relationships with internal and external stakeholders. Strong written and verbal communication skills, with the capacity to interpret, analyze, and resolve complex operational or business challenges. Proficient in Microsoft Office and Office 365 platforms, including Word, Excel, PowerPoint, Teams, SharePoint, OneDrive, Outlook, and other web-based applications. Physical Demands and Work Environment Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. Being present in the office is an essential function of this position While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position.
