No Pay Information $75,000 to $80,000 Pay Schedule Annually FLSA Designation Exempt Position Summary This person will be responsible for overseeing the day-to-day operations of the Nebraska Business Development Center (NBDC) office as well as providing assistance to ensure all open grants programs of the NBDC and CBA are being properly executed and reported upon. The Business Manager Grant Financial Officer (BM/GFO) will oversee compliance for government (federal and state) grants and cooperative agreements for the NBDC and provide support and consultation to the departments in the College of Business Administration (CBA) for government grants and cooperative agreements as needed. The BM/GFO will work closely with project investigators (PI) in grant generation, required grant financial reporting (monthly/quarterly/yearly), monthly analysis of expenditures, federal effort reporting requirements, and advise on liquidation of grant monies at close-out. Grant officer may provide training for CBA and NBDC faculty and staff on grant budgeting, narratives, and submission as needed or directed.

Manage and track awards and expenses of all open grant programs with an understanding of the budgetary limits of each grant Ensure compliance with all applicable state, federal and grants accounting requirements Assist with and ensure all grant effort reporting is being completed by the Program Directors on a timely/accurate basis within the policies and procedures put in place by UNO Understand and work within set budgetary limits at both the department and grant levels Provide assistance to internal or external auditors as needed Monitor sub-award grantees and verify quarterly financial reports and invoices Perform financial audits of sub-awardees for the Small Business Development Center grant Prepare and distribute monthly summary spreadsheets of grant expenditures with burn rates and commitments Monitor NBDC budget to actual expenditures, producing regular and special reports, performing various budget analyses, calculating budget adjustments caused by revised projections or re-budgets. Assist as needed with daily accounting operations including proper payment of invoices from specific cost objects Confer regularly with the program directors of

NBDC Duties:
Monitor and help implement personnel policies at NBDC Development and ongoing maintenance of position descriptions for unit staff Supports NBDC Program Managers with personnel actions including hiring, separations, and reclassifications. Supervises the maintenance of appropriate records and documentation. Support NBDC Program Managers with facilitating performance evaluations for staff personnel. Manage the onboarding process for new employees (orientation, access to systems, parking, etc.) Supervise processing of monthly and bi-weekly payroll In conjunction with NBDC Executive Director, coordinate efforts to improve and sustain a positive organizational culture (i.e. employee engagement, employee satisfaction, employee recognition). Work with NBDC Program Managers to resolve employee grievances as necessary Ensure compliance with all UNO, University of Nebraska and State policies and procedures. Serves as a resource to ensure compliance with all regulatory standards to include: legal requirements for recruiting, interviewing, hiring, termination, EEO, affirmative action, and ADA. Oversee compliance for personnel records management and retention. Percentage Of Time 20

Budget/Financial Administration Duties:
Budget preparation, with approval of state director, for the SBDC grant, as well as budgets needed for solicitation of SBA supplemental funds Budget preparation for the NBDC and all federal and state grants. Preparation includes allocations of funds between federal sources and non-federal sources. Non-federal sources will include the NBDC state-aided account, program income, and non-federal grants Communicate annually with SBDC sub-contract institutions in regards to intent to form sub-contracts, signed approvals, and approving budgets Advise NBDC Program Directors on budgets for proposals, including match capacity, allocation of funds, and availability of sources of funds. Advise NBDC Program Directors on the allowability and allocability of grant expenditures per the cost principles of the Code of Federal Regulations 2 CFR 200. Lead financial program reviews by the SBA. Monitor the NBDC state aided account to ensure that funds are used properly as match for the various NBDC grants, make sure that the account is not overspent, and ensure that all funds are used by the end of the fiscal year. Prepare needed paperwork for UNO's budget office for any fund transfers, or changes to the NBDC state aided budget approved by the state director Monitor and maintain standards for percent of effort allocations for all grants and manage percent of effort reporting.
