Pursuing Excellence, Inspiring Innovation, Promoting Teamwork, Embracing Service, and Advancing Equity The South Carolina Department of Public Health (SC DPH) are seeking a highly skilled and collaborative Director of Grant Reporting & Cash Management to lead the Agency's grant cost accounting, federal reporting, internal grant portfolio oversight, and cash management operations. This leadership role provides critical financial stewardship, ensures compliance with complex federal and state requirements, and serves as a strategic partner to program staff, auditors, and Agency leadership. Job duties will include, but are not limited to:
Subject Matter Expertise and Guidance:
Serve as the subject matter expert and key advisor on all Agency matters related to grant cost accounting. Provide guidance, direction, and technical support to Agency staff on grant-related financial requirements. Prepare and review required reports, including the Grants and Contributions Year-End Closing Package, ensuring accuracy, compliance, and timely submission. Collaborate with state and federal auditors by providing documentation, responding to inquiries, and supporting audit activities to ensure transparency and regulatory compliance.
Federal Reporting and Compliance:
Ensure all Federal Financial Reports (FFRs) and other required federal reporting—including WIC, Survey and Certification, and program-specific submissions—are accurate, complete, and submitted on time. Monitor grant expenditures and verify adequate PCAS documentation. Work with staff to identify and correct errors as needed. Maintain compliance with all federal and state reporting requirements and support staff in understanding reporting expectations.
Internal Grant Portfolio Management:
Maintain the Agency's internal grant portfolio, including tracking active grants, reporting deadlines, submission schedules, and assigned staff responsibilities. Ensure the grant portfolio is accurate, up to date, and accessible to leadership and program staff for effective management and compliance monitoring.
Cash Management:
Manage federal and non-federal cash balances to ensure proper stewardship of funds and adherence to grant requirements and internal policies. Monitor cash activity and reconcile balances. Coordinate with program, budget, and accounting staff to maintain accurate and compliant cash management practices. Other Duties as

Performs other related duties and special projects as assigned, including required travel if requested, and responds as directed during emergencies which may occur outside normal work hours, and travel if requested. Respond to ad hoc and spontaneous requests not otherwise listed above.
EXAMPLE OF DUTIES
State Minimum:
A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking. Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
Agency Minimum:
A bachelor's degree in accounting, finance, business, or a related field, and five (5) years of professional experience in a relevant area such as accounting, auditing, finance, or banking. An associate's degree in accounting, finance, business, or a related field, and seven (7) years of professional experience in a relevant area such as accounting, auditing, finance, or banking. A high school diploma and nine (9) years of professional experience in a relevant area such as accounting, auditing, finance, or banking. Two (2) years of experience supervising or reviewing the work of financial staff. Requires knowledge of Generally Accepted Accounting Principles (GAAP), applicable federal and state regulations, and familiarity with grant financial reporting. •Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate.•Applicants indicating college credit or degree(s) on the application may upload an unofficial copy of the transcript as an attachment to the application.
