The Division of Child and Family Services (DCFS) is looking to fill a Child Abuse Prevention Program Manager position. This position may be eligible to work a hybrid schedule of both in-office and telework days. A position's eligibility for hybrid work is established by agency management and is subject to change at their discretion at any time and for any reason. 29 The Child Abuse Prevention Program Manager works with the Prevention Program Administrator to lead the primary and secondary child abuse prevention program in DCFS. In this essential role, you will provide support to state funded Family Support Centers and federal funded child abuse prevention grants designed to strengthen families and reduce the likelihood of child abuse and neglect. Key Responsibilities Creates requests for grant applications and proposals and prepares the scope of work. Works with the contract team to post contracts and grant solicitations and ensures compliance with procurement laws. Processes monthly invoices in coordination with the finance team. Reviews grantee and contractor quarterly and annual progress reports, monitors for compliance, and addresses requests for assistance. Meets deadlines related to grant management, billing, and reporting. Assists with the preparation and submission of federally required grant applications and reports in conjunction with the Prevention Program Administrators and fiscal staff, when applicable. Coordinates and collaborates with internal staff and state and local partners on grant planning and reporting, including the development of goals, objectives, accountability measures, and data analysis. Assesses statewide child abuse prevention programs, identify service gaps, and collaborates with the Program Administrator to develop plans for increasing capacity. Coordinates with the state technical assistance team to schedule protective factors training, parent leadership webinars, and assists grantees/contractors with execution. Builds relationships with public and private agencies to align efforts toward promoting evidence-based and evidence-informed programs that strengthen families. Is available for in-person statewide travel for monitoring visits with grantees and capacity building. Attends state and national conferences and trainings, as needed. Qualifications A collaborative individual who understands the value of membership on a strong team. Experienced in grant writing, project/program development, implementation, and management. Ability to manage the operation of a program, including the assessment of organizational needs, evaluation design, and outcomes evaluation. Well-developed writing skills and the ability to compose and produce reports, documents, and related materials. Foundational knowledge of Federal and State statutes, regulations, and division Administrative Guidelines. Knowledge of the child welfare system and services. Knowledge of child abuse and neglect prevention/family strengthening services in Utah. Able to engage and influence diverse audiences by communicating professionally with clarity, conciseness, and empathy. Able to identify complex problems and review related information to develop and evaluate options and implement solutions. Able to establish and maintain effective work relationships with employees, representatives of other agencies, and the public. Experiences in collaborating and coordinating with agencies in program development, implementation, and management. Ability to give detailed attention to projects/program strategy, implementation, oversight, and reporting. Ability to successfully track and complete complex or detailed assignments, including contracts, grant budgets, and invoicing documents. Ability to use logic to analyze data or identify underlying principles, reasons, or facts to draw conclusions. Ability to prioritize competing demands and work well under stressful circumstances and tight deadlines. Able to listen to and understand information and ideas presented in writing or verbally. Intermediate skills in Microsoft and Google platform environments.
