Ruidoso, New Mexico About High Mountain Youth Project High Mountain Youth Project provides a safety net for youth experiencing homelessness or housing instability in Lincoln County, New Mexico.
Core services include:
Drop-In Center 24-hour Youth Emergency Shelter Transitional Housing and Rapid Rehousing Position Summary The Executive Director is responsible for the overall leadership, management, compliance, and sustainability of High Mountain Youth Project. The Executive Director oversees all operations, finances, programs, staff, and regulatory requirements while working closely with the Board of Directors. This role requires strong leadership in youth services, nonprofit governance, regulatory compliance, and grant-funded program management. The Executive Director must ensure compliance with federal, state, and local laws governing employment, financial reporting, and service delivery. Key Responsibilities 1. Program oversight (Youth Shelter & Housing Services). Oversee all HMYP program operations, including: Drop-in center Ensure safe after-school programming Oversee tutoring and youth engagement services Maintain consistent access to meals, laundry, and hygiene services 24-Hour youth emergency shelter Maintain compliance with: New Mexico youth shelter licensing requirements Child and youth safety standards Mandatory reporting laws Transitional housing and rapid rehousing Ensure compliance with: HUD and housing grant requirements Case management standards Housing stability outcomes Youth services Maintain trauma-informed practices Ensure youth safety protocols are implemented Oversee intake, supervision, and service coordination 2. Oversees financial planning and reporting and grant compliance to ensure long-term organizational stability. Develop and manage annual operating budget Maintain accurate financial records Ensures compliance with: Grant reporting requirements Federal and state funding regulations Audit requirements Monitor restricted grant funds. Ensure responsible fiscal stewardship 3. Develops and executes fundraising and development Lead grant writing and fundraising strategy Maintain relationships with donors and foundations Support fundraising campaigns and events Ensure legal compliance for fundraising activities (state and federal) 4. Community relations and advocacy Represent HMYP publicly Build partnerships with: Schools Law enforcement Social services agencies Housing providers Advocate for youth experiencing homelessness 5. Organizational leadership and governance Provide leadership aligned with HMYP mission and strategic goals Implement policies approved by the Board of Directors Serve as liaison between staff and Board Provide regular operational, financial, and program reports Lead strategic planning and organizational development Oversees day-to-day operations and aligns programs with strategic plans established with the board 6. Human resources and employment compliance Proper employee classification (exempt vs non-exempt) Compliance with wage and overtime laws Maintenance of employee records Background checks for all staff working with youth Volunteer policies and supervision Workplace harassment prevention policies Employee training and performance evaluations Written HR policies and employee handbook Ensures HMYP complies with employment laws regardless of nonprofit status 7. Staff leadership and development Hire, supervise, and evaluate staff Promote trauma-informed and youth-centered care Provide ongoing staff training Ensure clear supervision structures Support professional development 8.
Legal and regulatory compliance with:
Federal Requirements Fair Labor Standards Act (FLSA) Occupational Safety and Health Administration (OSHA) standards Family and Medical Leave Act (FMLA) Anti-discrimination and equal employment laws IRS nonprofit reporting requirements (Form 990) Federal grant compliance rules Confidentiality standards (including HIPAA where applicable) HMYP must comply with wage and hour laws, including minimum wage and overtime requirements for non-exempt employees HMYP must also maintain compliance with employment laws, safety regulations, and required federal filings such as IRS Form 990 State and Local Requirements (New Mexico) Youth shelter licensing regulations Background check requirements Mandatory reporting of child abuse and neglect New Mexico labor and wage laws Health and safety standards Housing program regulations (if grant-funded) 9. Risk management and safety New critical area added to meet current standards Maintain youth safety policies Ensure incident reporting procedures Conduct safety drills Maintain facility safety compliance Oversee crisis response planning Ensure youth supervision ratios meet licensing standards Required Qualifications Master's degree in related field or equivalent experience Experience managing youth shelter programs Knowledge of grant process Experience in nonprofit leadership Required Certifications (able to complete upon hire) Strongly recommended to include now (modern standard): Background check clearance Child abuse reporting training CPR/First Aid certification (or ability to obtain) Valid driver's license Other Requirements (any responsibilities that may require accommodation) This role requires: Lifting Evening and weekend availability Emergency response capability Ability to drive
Salary and Benefits Recommended Salary Range:
$90,000 - $100,000 annually
