A SUPPLY TECHNICIAN
(MERIT, T32), GS-2005-7, Serves as manager for assigned merials. Maintains accounting and reporting systems for federal property and performs routine phases of merial accountability. Receives, valides and distributes merials using STAMIS daily, weekly and monthly cycle outputs. Receives suspense documents from supervisor and manages workflow of assigned merials. Processes manager controlled item exception requests. Manages and reviews Authorized Stockage List (ASL). Manages and reviews requirements to ensure proper type and amount of supplies are available to support requirements. Coordines supply requirements with item managers the Nional Inventory Control Point (NICP), General Services Administrion (GSA), Defense Logistics Agencies (DLA), and Defense Reutilizion Marketing Service (DRMS) as applicable. Prepares reports and budget estimes. Recommends changes to procedures and assists supervisor in validing written instructions. Collects and interprets da for merials managed in preparion of internal review and analysis. Maintains a retail supply system calog. Performs system administrion duties as directed by management. Reviews justificion and approves issues for emergency requests. Processes requests for issues th are not automically processed using STAMIS interactive process. Reviews and applies standards to manager referred transactions. Coordines with CONUS supply sources on merials needed to allevie short supply delays. Valides due-in transactions and researches items delayed in shipment. Processes Reports of Discrepancies (ROD) for items overdue for shipment. Applies approprie controls on selective items and maintains records indicing necessity for control. Responsible for the intensive, integred management of ASL stock, contingency stock and reparable stock management. This includes managing, reviewing and upding ASL, considering such factors as demand experience, anticiped consumption, turnover res, known future requirements, changes in troop strength and/or end item density, total package fielding, special projects and funds availability. Computes levels of reparable managed items and coordines repair parts support requirements with maintenance activities. Researches suitable substitutable items to meet emergency requirements. Issues government credit card transaction authority within the limits established by management. Performs research to determine cause of problems. Manages and reviews supply transactions based on dollar limitions, stus of Obligion Authority (OA), stus of consumer funds and verifying with requisitioning activity. Coordines with budget personnel (Budget Analyst, Supply Management Officer, and comptroller personnel) to determine authorizions for commitment and expenditure of funds. Compares and makes analytical review of demands, issues, and obligions. Notes trends causing out of tolerance positions and makes evaluions of these conditions. Compares and makes reviews of inventory on-hand, requisitioning objective, contingency stocks, and takes approprie actions or makes recommendions for actions based on evaluion of these conditions. Manages excess property/equipment and determines approprie disposition for serviceable and unserviceable turn-ins to the supply system. Coordines redistribution of excess items to other stes and wholesale activities. Reviews requests to ensure th items being ordered are the kind, quantity and available in the timeframe required to support the stewide mission. Is responsible for managing the DOD Activity Address File (DODAAF) to include additions, changes and deletions. Inities and reviews input/output reports to ensure th adeque and accure management informion is provided as directed. Work of the position requires thorough knowledge of supply regulions, requirements, operions, procedures and transactional processes. Problems are researched and corrected when possible. Problems noted to supervisor are such th specific technical skills are required to provide solutions. Maintains contacts with customers for critical shortages. Reviews requisitions, supporting documents and reference merials to determine priority, changes in requirements, and to expedite delivery of items through use of correspondence and telephone. Drafts correspondence pertaining to individual transactions or stock numbers for assigned merials. Maintains record of all finalized correspondence and monitors suspenses established by the supervisor as they apply to items managed. Advises the supervisor when assigned suspenses have not been met. Develops and maintains customized files for working and historical purposes. Performs other duties as assigned. Requirements Help Conditions of employment
CONDITIONS OF EMPLOYMENT
This position is being filled under Merit Promotion procedures and is open to current employees only. Minnesota Nional Guard Membership is required. Selectee required to wear the military uniform. Federal employment suitability as determined by a background investigion. May be required to successfully complete a probionary period. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Must be able to obtain and maintain the approprie security clearance of the position. Most MNNG position are covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission.
MILITARY COMPATIBILITY
Upon selection, individuals will undergo a background check to valide suitability for employment with the federal government as permitted by law, regulion, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Items checked include, but are not limited to all criminal history record informion, employment history, educion and fiscal accountability/responsibility. The individual selected must be assigned to a compible military position and must also maintain sisfactory membership in the Minnesota Army Nional Guard. Qualificions In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through Nional Service programs (e.g., Peace Corps, AmeriCorps) and other organizions (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS
: At least 1 year equivalent to least GS-5.Experience, educion, or training in a variety of operions or situions concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Knowledge of basic or commonly applied rules, procedures, or operions such as, filling out, posting, filing, controlling, or coding documents and/or transactions. Experience using computer and automion systems. GS-06 (and above) - 1-year specialized experience equivalent to least the next lower grade. Knowledge of governing supply regulions, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required informion; reconstruct records for supply transactions; and/or provide supply operions support for activities involving specialized or unique supplies, equipment, and parts. Experience performing various aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems reled to segments in one or more major areas of supply management. Experience which required person-to-person contacts to convey informion and ability to compile reports, letters, memoranda, etc. Consistent with the grade level determining duties in the position description, higher grade level specialized experience may include experience controlling supply stocks and accounting for equipment, caloging, maintenance, and disposal procedures. Completing complex supply transactions; and/or providing supply operions support. Experience coordining with other organizions on complex and controversial supply issues. Experience analyzing, developing, evaluing to improve supply programs, policies, procedures, techniques, etc. Knowledge on the entire inventory management supply system.
