Job Description

About the Opportunity Heartland Consulting is seeking a Technical Support Management (TSM) Deficiency Records Management Specialist to support a major U.S. Coast Guard shipbuilding and acquisition program. This full-time role is responsible for managing deficiency records within the TSM system and providing critical support during key trial events, including dock trials, builders' trials, and Acceptance Trials. The position plays an essential part in ensuring timely identification, tracking, and resolution of deficiencies throughout the ship construction and delivery process. This is an outstanding opportunity for someone with strong organizational skills and interest in naval shipbuilding who thrives in a dynamic, mission-focused environment. Key Responsibilities Administer and maintain the Technical Support Management (TSM) system for all deficiency records, including Quality Deficiency Reports (QDRs), trial cards, and related documentation. Maintain and support a deployable mini-LAN system (up to 20 laptops) for use during sea trials and dockside events. Screen, track, monitor, and close out deficiencies; generate status reports and metrics. Provide task-level project management support and surge staffing during high-tempo trial periods. Coordinate closely with the shipbuilder, USCG stakeholders, and other team members to facilitate timely deficiency resolution. Support trial events both dockside and at sea as required. Minimum Qualifications Demonstrated experience with deficiency tracking systems, quality management, or configuration management in a shipbuilding or major acquisition environment. Strong organizational, data entry, tracking, and reporting skills with high attention to detail. Ability to work extended hours and support high-tempo periods during ship trials and testing events. Bachelor's degree preferred; technical, logistics, or shipbuilding background is a strong plus. Excellent communication and coordination skills. Active Secret security clearance is required.
