Plans, coordinates, and manages public works projects with an emphasis on pavement preservation projects. Provides management on assigned projects.

This position is a grade 410 and offers an annual salary of $76,709-$115,064.•Note, this salary range is effective 6/27/2026• Performs specialized professional work in the development, coordination, execution, and promotion of emergency management plans, procedures, and operations related to preventing, protecting against, mitigating, responding to, and recovering from disasters and emergency incidents.
EXAMPLE OF DUTIES
Prepares and coordinates the City's all-hazards emergency and disaster-related prevention, protection, mitigation, response, and recovery Standard Operating Procedures (SOPs)/guides and associated checklists for area of responsibility.

Coordinates and communicates with internal departments, community partners and stakeholders to provide information on emergency management, resolve problems, and respond to requests within area of responsibility.

Supports the management and coordination of special programs and projects, including federal, state and local grant programs related to emergency management and public safety.

Represents the City on emergency preparedness and homeland security related issues within area of responsibility; provides information to the Emergency Management Director.

Assists with maintaining the Emergency Operations Center (EOC) in a state of readiness and ensuring appropriate prevention, protection, mitigation, response, and recovery planning and preparedness for the City.

Assists with disaster response and recovery during an emergency or preparedness exercises and assists with the development of incidents and exercises to identify best practices and develop After Action Reports (AARs) /Improvement Plans (IPs).Identifies efficiencies and improvements within area of responsibility.

Serves as a point of contact within assigned program areas.

Serves as the Duty Officer on a scheduled rotational basis.

Provides support to leadership and may assist with coordination of operations during the Director's absence, as assigned.

Performs other duties as assigned.

Responsibilities by
Function:
PlanningConducts the maintenance and update process for the Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), the City's Emergency Operations Plan (EOP), and department Continuity of Operations Plans (COOP).Provides support for internal departments with prevention, protection, mitigation, response, and recovery; plans and coordinates interdepartmental activities to ensure an effective and coordinated City-wide response during an emergency.

Develops and implements a process for plan review and updates.

Participates in the public safety planning process for large-scale, special events and mega events.

Coordinates contingency planning efforts with public safety personnel for large-scale special events and mega events.

May serve as Planning Section Chief (PSC) for large-scale special events, mega events and no-notice incidents.

OperationsMonitors compliance with National Incident Management System (NIMS), ensuring City employees complete the required training commensurate with their job classification and role in the Emergency Operations Center (EOC).Monitors compliance with training requirements for All Hazards Incident Management Team (AHIMT) members.

Develops, coordinates, and delivers emergency management training programs and provides instruction on emergency management prevention, protection, mitigation, , response, and recovery planning and procedures.

Develops and conducts emergency preparedness exercises and drills using Homeland Security Exercise and Evaluation Program (HSEEP) guidelines designed to train, test, and validate capabilities to respond to emergencies and disasters.

Develops Standard Operating Procedures (SOPs) for Emergency Operations Center (EOC) activations under direction of leadership.

May serve as Operations Section Chief (OSC) for large-scale special events, mega events and no-notice incidents.

LogisticsManages the emergency notification system and conducts periodic tests with other Emergency Management Specialists to ensure staff proficiency in use.

Conducts Citywide capability assessment and identifies existing resources and capability gaps.

Participates in ensuring preparedness, availability of equipment and supplies, and readiness of staff and the Emergency Operations Center (EOC).Conducts regular inventories of equipment and supplies.

Assists with regular maintenance of technology resources (hardware and software) in conference rooms and the Emergency Operations Center (EOC).Acts as liaison with Innovation & Technology on all technology related matters.

Develops Standard Operating Procedures (SOPs) for resource management under direction of leadership.

May serve as Logistics Section Chief (LSC) for large-scale special events, mega events and no-notice incidents.
SUPPLEMENTAL INFORMATION
Work is primarily conducted in an office setting with prolonged periods of sitting. May require travel to offsite locations for meetings and/or training and exercises. May require after-hours response to the Emergency Operations Center (EOC) in the event of an activation.
