Non-Supervisory 8601 2/Professional 2 This position has two grades assigned to it: EX-10 (no PE license) and EX-11 (PE license). Candidates will be hired in to the grade at which they qualify for based upon PE licensure status. This is technical professional engineering work relating to the design and management of Public Works projects and implementation of the transportation capital improvement program. Job emphasis is placed on street and drainage design, preparation of construction plans, specifications, and cost estimates. Work is performed under the supervision of the Engineering Supervisor. Designs, reviews and inspects storm drainage systems, streets, curbs and gutters, and other public works projects. Utilizes asset management software to track and plan projects to document the pavement condition for County roadways. Utilizes computer applications to review, evaluate and design drainage systems for water quality and flood control for transportation projects. Utilizes advanced engineering principles and formulas in interpreting technical and empirical data into design concepts and solving complex problems. Lends technical assistance to employees engaged in public works operations. Serves as project engineer on various assignments. Attends and participates in conferences and meetings as directed. Interacts with public, contractors, and other County employees. The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department. Performs other related duties as assigned. Bachelors' degree from an accredited college or university in civil engineering; AND Five (5) years of progressive experience in the field of civil Engineering, with experience in utilizing AutoCAD and/or capable of learning the use of Land desktop and Civil Design software preferred. A comparable amount of training and/or experience may be substituted for the minimum qualifications, except for the required certificate. Licenses and/or Certifications Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Possess and maintain a Professional Engineer Registration in the State of Florida preferred. Knowledge of modern techniques, methods, procedures, principles and practices of all phases of roadway design, public works services, and the ability to apply them. Knowledge of the use and care of all types of engineering tools, equipment, instruments, materials and supplies. Knowledge, understanding and ability to use ArcView, and other Geographic Information Systems. Knowledge of geotechnical engineering principles as they apply to roadway design and performance. Knowledge of the use of the Cartegraph. Knowledge of project management and organizational skills. Proficient in MS Word, Excel, and Outlook. Ability to have excellent oral and written communication skills. Ability to work and maintain reliable full-time attendance. Ability to comprehend, speak, and read the English language. Ability to have and maintain good interpersonal and communication skills to deal with the public. Ability to analyze and inspect engineering plans, programs and activities. Ability to prepare, review and correct written technical reports, construction estimates, cost records, engineering plans, contract documents and programs. Ability to design roadway plans and roadside drainage systems in accordance with FDOT standards and specifications. Ability to develop long range plans and budgets in respect to implementing a comprehensive transportation management program. Ability to use AutoDesk Land Desktop and Civil Design software. Ability to review and evaluate work of technical and professional personnel and consultants. Ability to establish and maintain effective working relations with superiors, municipal officials, consultants, and the general public Physical Requirements/Environmental Conditions Work is primarily performed in an indoor, climate-controlled environment and is nearly absent from disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust). This is primarily office work requiring limited physical effort. This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions. Frequent lifting of 10 to 15lbs; occasional lifting of up to 25lbs, and may require lifting up to 50 lbs. Work Location Not Eligible for Remote Work - This position is assigned to a county worksite.
