Job Description

Serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026.
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:
Specialized Experience:
To qualify for this position at the GS-12 level, you must meet have possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of a Logistics Management Specialist and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience includes, serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations. You will be rated on the following Competencies as part of the assessment questionnaire for this position:

Identifies and analyzes problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems; distinguishes between relevant and irrelevant information to make logical judgements.

Knowledge of inputs, outputs, raw materials, waste, quality control, costs, maintaining inventory, and techniques for maximizing the manufacture and distribution of goods. Attention to

Communication:
Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Administration and Management:
Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
Planning and Evaluating:
Determines objectives and strategies; coordinates with other parts of the organization to accomplish goals; monitors and evaluates the progress and outcomes of operational plans; anticipates potential threats or opportunities. Desirable factors include : experience supporting Electronic Health Record Modernization initiatives; integration of supply chain data and processes with clinical and technology systems; knowledge of VA supply chain operations, including management of expendable and non-expendable medical supplies within a VHA medical center; proficiency with VA logistics and inventory systems such as DMLSS/LogiCole, GIP, and other VA supply chain platforms; experience coordinating technology-enabled supply chain workflows to ensure accuracy of item master data, equipment tracking, and supply availability for clinical operations; and/or demonstrated ability to collaborate with clinical, technical, and logistics stakeholders to optimize technology-driven supply chain processes.
