The Distribution Project Specialist (DPS) manages and executes multiple simultaneous distribution projects and determines the best course of action based on sound feasibility analysis or business needs, including government relocation and replacement projects. The position is responsible for the full lifecycle of project management until the customer is provided natural gas service, including developing detailed and accurate project cost estimates, operational planning, permitting, as-builting, and leadership of construction activities with both other internal teams (sales, System Planning, Engineering, TFO, CFO, Supply Chain, and Major Projects) and the distribution alliance contractors. This role ensures distribution projects and associated documentation are completed on time, in alignment with Duke Energy policies and procedures, and within budget. Responsibilities Conduct feasibility studies and determine the best approach for the construction work to be completed. Work as a liaison between sales and operations staff providing feasibility on customer additions. Plan and manage all aspects of the distribution construction projects (estimation, route selection, pipeline design, surveying, permitting, land acquisition, field inspection, and commissioning), including liaising with internal and external stakeholders where needed. This role includes service line installations, commercial services, main extensions, and standard Government Relocation projects. While most estimates will be less than $500K, some estimates will exceed $500K and the entire portfolio of projects may exceed $2M. Will manage multiple White Projects and may execute Green I Project(s) as per the PMCOE Project Profile Matrix. May assist with pre-construction activities for multiple projects to include planning and routing of proposed pipelines along with property owner identification and notification, when necessary. Prepare budgets and forecasts for short term and long-term planning. Conduct trend and reporting analysis of projects costs and develop quality standard costs. Coach and assist in training Associate DPSs Perform other duties as assigned. Required/Basic Qualifications Distribution Project Specialist Associates degree 2 years related work experience In lieu of Associates degree AND 2 years related work experience listed above, High School/GED AND 3 years related work experience Desired Qualifications Bachelors degree In addition to desired degree, 5 years related work experience Additional Preferred Qualifications Bachelors Degree in Business, technical, Engineering, Construction Mgmt, or other. Work experience 5 years Lean Six Sigma Greenbelt Knowledge and experience with applicable safety policies, procedures, and best practices. Knowledge and experience with applicable government rules and regulations Read and comprehend engineering drawings and maps. Manage multiple projects or tasks concurrently. Utilize computer assisted design/drafting software such as GIS, AutoCAD, MicroStation and other technology platforms like ARM (work management), PowerPlan (fixed assets), Service Suite (work orders), S2K (customer billing), Locus View (as-builting)and Maximo (accounts payable and procurement). Strong business acumen with emphasis on critical thinking and project planning. Present and facilitate to various audience sizes. Previous estimating experience Working Conditions Hybrid Mobility Classification Must be able to work independently. Must be able to bend, stoop, crawl, reach overhead, and walk on uneven terrain. Occasional outside work during period of extreme heat and or cold.
