The Clean Transportation Fuel Program Senior Specialist is the senior technical expert in New Mexico's Clean Transportation Fuel Program's (CTFP) including the on-line reporting system, the Application, Reporting, and Compliance System (ARCS). This position supports all CTFP implementation and specifically, ARCS development, testing, maintenance, and user quarterly and annual reporting. The Senior Specialist provides programmatic and technical support to the Climate Change Bureau (CCB or Bureau) and the New Mexico Environment Department (NMED) in developing, implementing, and monitoring policies, projects and programs that will reduce greenhouse gas emissions by at least 45% by 2030 compared to 2005 levels and to net zero by 2050. How does it get done? Use organizational and program management skills to ensure that regulated and voluntary parties report their in-state transportation fuel quarterly imports and production timely, accurately, and verifiable Work closely with the software engineering contractor team to develop, test, deploy, administer, and maintain a an environmental reporting system (ARCS) and with reporting entities to ensure accurate data input Analyze and report on clean transportation credit and deficit generation, the credit market and market conditions Collaborate with the team to develop and improve the Clean Transportation Fuel Program processes and guidelines Who are the customers? New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Ideal Candidate New Mexicans to protect and restore the environment Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations Internal staff Minimum Qualification Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience Employment Requirements Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal and extensive personal computer and phone usage.
