Job Description

Org. Setting and ReportingThis position is located in the Local Transportation Team of the Transportation Operations Unit in the Travel and Transportation Section of the Facilities and Commercial Activities Service in the Department of Operational Support, New York. The Department of Operational Support (DOS) provides operational support to UN Secretariat entities globally, including advisory, operational and transactional support services and, where needed, exercises delegated authority on behalf of clients. DOS supports the entire UN Secretariat, consisting of almost 100 entities located around the globe. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration. The Local Transportation Team is responsible for operating and managing the official vehicles fleet at Headquarters. The Team is also responsible for transporting bulk mail deliveries within the UN complex and outlying buildings, as well as urgent mail delivery for authorized departments to the Permanent Missions in the NYC area. It provides vehicles and drivers for the Deputy Secretary-General, President of the General Assembly, and other authorized senior officials of the Organization. The incumbent reports directly to the Foreperson of the Team under the overall supervision of the Chief of Travel and Transportation Section. ResponsibilitiesUnder the direct supervision of the Foreperson of the Local Transportation Team, the Transportation Assistant is responsible for the following duties: Overall maintenance and repairs of the UNHQ vehicles fleet: a) Arranges for the inspection of vehicles to ascertain nature of the problems and determine the most cost effective method, whether repairs are to be performed in the on-site facility (LTT garage) or appropriate dealership; ensures all maintenance work is prepared to specifications and that all vehicles are operating in peak condition; b) Performs preventive maintenance programme; c) Provides light vehicle repairs on-site for the UNHQ vehicle fleet, if required; d) Verifies invoices with respect to maintenance and repairs services rendered by vendors; e) Reviews vehicle maintenance database system for accuracy (comprehensive vehicle inventory, maintenance records of vehicles, drivers' data for Host Country requirements and UN Insurance Section); f) Maintains fleet monitoring and on-line fleet management systems; g) Maintains electronic inventory of items in stock, supplies and equipment in the on-site garage. Initiates immediate procurement action for critical items and parts that are required in case vehicles become disabled. Assistance with operations management of the
Local Transportation Team:
a) Dispatches drivers to their daily assignments and reviews database logs for each driver for completion of assignments; b) Identifies vehicles for varied assignments; c) Conducts market research and prepares specifications of the UN vehicles, equipment, parts and supplies for procurement exercises; assists with technical evaluations of bids; inspects vehicles for conformance to specifications upon their delivery; d) Acts as a focal point for Umoja vehicles' records, performs all necessary equipment records' updates in coordination with the Property Management focal point. Initiates sale notifications prior to sale of used vehicles and updates/closes them upon conclusion of the sale. e) Assists with vehicles replacement programme by coordinating with departmental focal points on their requirements and identifying an appropriate solution. Provides administrative/technology support and supports ad-hoc driving assignments: a) Conducts market research for new and innovative fleet management technologies and products, evaluates risks and benefits, prepares recommendations appropriate for the team's operations. Acts as a focal point for implementation of new fleet management technologies; b) Supports the team during peak hours by completing ad-hoc driving assignments when necessary; c) In the absence of the Foreperson, performs supervisory functions.

Demonstrated expert knowledge of vehicle fleet management. Thorough knowledge of vehicles' mechanical systems, vehicles' maintenance and repairs procedures. Knowledge of New York metropolitan area, the tri state area airports, current conditions of roads, traffic laws and regulations in New York City and neighboring States, height and weight restrictions on all highways, commercial routes; security and safety awareness. Familiarity with the frequently travelled routes and routines of the senior officials. Ability to deal effectively and tactfully with senior officials and apply good judgement. Work ExperienceA minimum of seven (7) years of experience in transportation management including vehicle fleet management and maintenance is required. Experience in research and development of solutions for vehicles and transportation services, including identification of requirements, conducting technical evaluation and contract management is desirable. Experience with implementation of rules, regulations, and development of operating manuals/SOPs for local transportation operations is desirable. Experience working in an international, governmental or non-governmental organization is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
