Job Description:
The Executive Director serves as the chief executive officer of Wadena County DAC and is accountable for the overall leadership, strategic direction, and operational performance of the organization. This position has full responsibility for the administration, program quality, financial sustainability, and community impact of the DAC. The Executive Director ensures the effective delivery of services consistent with the organization's mission while maintaining compliance with all applicable regulations. The position provides leadership in fundraising and resource development, cultivating relationships and securing funding to sustain and grow DAC services. The Executive Director serves as an ex-officio member of the Board of Directors and its committees and functions as the primary liaison between the Board and the organization.
MAJOR AREAS OF RESPONSIBILITY
(Essential Functions) Organizational Leadership & Operations 1. Provides executive leadership and has full accountability for all DAC operations, including program services, vocational programming, transportation, facilities, staffing, compliance, and administrative functions. 2. Establishes and maintains effective systems, processes, and infrastructure to support efficient, compliant, and high-quality service delivery. 3. Leads the development and execution of strategic and operational plans in partnership with the Board of Directors, ensuring alignment with the DAC's mission and long-term sustainability. 4. Monitors organizational performance, evaluates outcomes, and implements continuous improvement strategies to achieve organizational goals. Board Partnership & Governance 5. Serves as an ex-officio member of the Board of Directors and its committees by:
- Collaborating with the Board Chair to develop meeting agendas
- Providing timely and accurate operational and financial reports
- Advising the Board on strategic, operational, and regulatory matters
- Supporting board orientation and development
- Maintaining open communication regarding organizational performance and risks Financial Management & Sustainability 6.
Oversees the financial health and integrity of the organization, including development and administration of the annual budget. 7. Monitors revenues and expenditures, ensures strong internal controls, and maintains compliance with all state, federal, and funding requirements. 8. Coordinates audits and financial reporting and works with the Board to identify funding needs and ensure long-term financial sustainability. Fundraising & Community Engagement 9. Leads the development and execution of a comprehensive fundraising and resource development strategy, including grants, donor cultivation, corporate partnerships, and special events. 10. Builds and maintains relationships with community leaders, businesses, donors, and partner organizations to increase awareness and support for the DAC. 11. Serves as the primary ambassador and spokesperson for the organization, promoting a positive public image and advocating for individuals served. 12. Leads organization's marketing efforts including website management and social media presence. Human Resources & Organizational Culture 12. Oversees all human resource functions, including recruitment, hiring, performance management, compensation, and employee development. 13. Fosters a positive, inclusive, and accountable organizational culture that supports employee engagement and high performance. 14. Ensures personnel policies and practices comply with applicable laws and support effective employee relations. Program Oversight & Compliance 15. Ensures all programs meet licensing, accreditation, and regulatory standards. 16. Maintains strong partnerships with county, state, and other agencies to ensure compliance with funding and service requirements. 17. Promotes high-quality, person-centered services that support meaningful outcomes for individuals served. Staff Leadership & Development 18. Provides direction and support to leadership staff in achieving departmental and organizational goals. 19. Ensures effective communication throughout the organization and promotes a collaborative, team-oriented environment. 20. Oversees staff training and development to ensure workforce competency and continuous improvement. Additional Responsibilities 21. Serves as, or designates, the organization's Affirmative Action Officer and ensures compliance with all Equal Employment Opportunity requirements. 22. Represents the DAC in professional associations, community initiatives, and advocacy efforts. 23. Performs other duties as assigned to support the overall success of the organization.
QUALIFICATIONS FOR ENTRY
- Bachelor's degree in human services, business administration, or a related field required; Master's degree preferred
- Minimum of 5-8 years of progressive leadership experience in human services, including supervisory responsibility
- Demonstrated experience in organizational leadership, financial management, and fundraising/resource development
- Knowledge of applicable state and federal regulations
- QMRP certification (or ability to obtain, if required)
- Strong strategic thinking, decision-making, and problem-solving skills
- Excellent communication and relationship-building abilities
- Valid driver's license and ability to meet background check and insurability requirements
SUPERVISION OF OTHERS
Direct supervision over: Administrative Assistant, Business Manager and Designated Coordinators.
Indirect supervision over:
all other DAC employees.
Salary/Compensation:
