Job Description

ABOUT PUGET SOUND VOLLEYBALL ASSOCIATION
(PSR) PSR promotes, fosters, and teaches life-long lessons through volleyball in western Washington. As one of the 39 Regions of USA Volleyball, PSR provides quality volleyball opportunities through high caliber programs, member services, and community involvement.
COMMISSIONER
The PSR Commission provides leadership and vision to ensure the long-term success and sustainability in the region. Success in this role is measured by the growth of community participation, the strength of engagement, the financial health of the organization, and the delivery of high-quality local programs and events. The Commissioner builds strong relationships with athletes, clubs, coaches, officials, volunteers, and community partners, while focusing on a collaborative and inclusive environment. The role requires strategic thinking, sound judgment, and the ability to translate vision into measurable outcomes in partnership with the Board of Directors. A successful Commissioner will strengthen the PSR's reputation, and ensure resources are used effectively to achieve organizational goals. The ideal candidate is a respected leader with excellent communication and relationship-building skills, has a commitment to community sport, and a passion for creating positive experiences and opportunities for all participants throughout the region.
REPORTING STRUCTURE & WORK ENVIRONMENT
Reports to the PSR Board of Directors Responsible for overall business and operations of the Region; includes daily operations, strategic planning, promotional activities, financial management, and staff development Directly supervises, or assists with the supervision of PSR employees, independent contractors, interns, and volunteers Requires evening, weekend, and outdoor work Requires significant interstate travel in western Washington, as well as occasional nation-wide travel for attendance at conventions and affiliate organizations annual meetings, etc
SUMMARY OF DUTIES AND RESPONSIBILITIES
Enterprise Management:
Manage the overall Region enterprise in a consistent and effective manner to achieve the organizational mission and objectives. Demonstrate strong knowledge and familiarity with volleyball as a sport, including understanding its rules, structure, and programs at various levels. Oversee event management efforts for tournaments, leagues, and volleyball-related community events, ensuring high-quality execution. Oversee adherence to the USAV National Affiliation standards and guidelines. Represent the PSR at national USAV meetings as required during the year.
Business Finance & Contract Skills:
Oversee the organization's accounting functions, including budgeting, financial reporting, and cash management. Ensure compliance with bank regulations and policies, with a strong focus on financial stability and transparency. Oversee financial analysis, forecasting, and auditing processes to maintain sound fiscal practices. Review, negotiate, and create contracts with vendors, sponsors, and partners.
Business Media/Marketing/Organizational Skills:
Act as the organization's primary spokesperson, representing the nonprofit in all media and public relations activities. Oversee and implement press releases, marketing campaigns, and promotional strategies to raise the organization's visibility. Identify and cultivate relationships with sponsors, donors, and corporate partners for fundraising and sponsorship opportunities in line with the PSR Board's vision. Foster community engagement and develop strategies for expanding the organization's reach and impact.
Membership Development:
Oversee management of all Region programs. Develop and consistently administer the necessary policies and procedures for the Region in compliance with USA Volleyball By-laws and operating code. Oversee regular communication via Region-managed website, social media, emails, newsletters, etc. Ensure timely and effective responses to questions, inquiries, and issues. Oversee effective management of the membership process. Ensure effective quarterly communication with the Region's clubs as directed by the PSR Board of Directors. Provide access to professional development resources for Region coaches and officials. Serve as main facilitator for all SafeSport complaints and violations in Region.
Region Growth:
Promote volleyball programs and opportunities for USA Volleyball members, residents, institutions, and businesses in the Region. Develop partnerships with communities and region clubs that have volleyball facilities. Primary focus is growth in Girls' Junior Program followed by growth in Boys, Beach, and Adult programs.
ESSENTIAL QUALIFICATIONS A
strong commitment to PSR's mission Bachelor's degree in business administration, sports management, or a related field with minimum of 5 years of experience in a leadership role. Sound financial background. Demonstrated leadership and vision in managing diverse groups and projects Excellent verbal and written communication skills Demonstrated commitment to high professional ethical standards and a diverse workplace Proficient with various social media applications (Facebook, Instagram, Twitter) Ability to lift and move heavy, awkward-shaped objects without assistance
PREFERRED QUALIFICATIONS
Advanced degree with proven experience within the sports community, leading and managing sport-specific activities Experience in the non-profit sector (as an employee, administrator, or board member) Experience with tournament management software (AES, TM2Sign, SportsWrench) Experience with Sports Engine products (Website, MMS)

NOTES PSR
Commissioner is not permitted to be affiliated with a club or to coach volleyball in any capacity. Employment is contingent on obtaining a USA Volleyball membership in the PSR, pass a USAV background screen, and completing a Safesport certification. Should a current PSR club director/coach/administrator or PSR board member be hired for this position, they must immediately relinquish whatever positions they have within those organizations before the scheduled start date. No exceptions will be granted.
