This critical role ensures that all safe house programs operate in flawless alignment with Title IV-E, Medicaid, and Department of Children and Families (DCF) standards, providing vital administrative oversight for high-acuity CSEC (Commercial Sexual Exploitation of Children) youth. To ensure seamless execution, this position requires a hands-on approach, including a dedicated 10 hours weekly working directly alongside our administrative staff to oversee files, track billing, and review quality assurance metrics. Duties & Responsibilities Regulatory Compliance & Auditing Manage day-to-day operations to ensure absolute adherence to state safety standards, child welfare policies, and meticulous record-keeping. Maintain continuous agency readiness for routine and unannounced DCF licensing audits. Title IV-E Administration & Medicaid Coordination Oversee the "proper and efficient administration" of the state plan, ensuring flawless document preparation for required judicial determinations. Supervise the resident referral-to-services pipeline to maximize program efficiency and compliance. Coordinate actively with specialized Medicaid providers to ensure high-acuity residents receive all mandated psychiatric, counseling, and medical care. Ensure strict organizational compliance with the "Medicaid Supremacy" rule. Fiscal Stewardship & Board Governance Collaborate closely with the Chief Operating Officer (COO) to manage organizational budgets. Ensure all agency expenditures align perfectly with approved Title IV-E Maintenance and Admin funding columns. Attend all Board of Trustee meetings and keep executive leadership fully apprised of daily operations, program milestones, and regulatory adjustments. Staff Mentorship & Leadership Lead executive staff development, fostering a culture of professional excellence, trauma-informed care, and accountability. Ensure 100% of personnel and volunteers undergo mandatory Level 2 background screenings, fingerprinting clearances, and core training updates. Required Qualifications & Experience To meet strict state licensing mandates for an Executive Director, applicants must possess:
Education:
A Bachelor's degree from an accredited college or university.
Management Experience:
At least three (3) years of documented experience in organizational management or supervision.

Industry Knowledge:
Proven experience navigating DCF licensing, Title IV-E reimbursement structures, and Medicaid compliance within a residential child welfare or behavioral health setting.
Administrative Grit:
