GRADE 13 LOCATION OF POSITION
Maryland Department of the Environment Business Administration Office of Central Services 1800 Washington Blvd. Baltimore, MD 21230 Main Purpose of Job The Central Services Operational Specialist position is an internal MDE position. This role serves as the primary operational lead for MDE's physical and digital infrastructure. The incumbent oversees the agency's $16 million capital inventory, manages the Departmental Records Management and Digitalization Program, and coordinates fleet and facility logistics. This position ensures that all agency assets—from procurement and warehousing to digital archiving and secure destruction—comply with Maryland Department of General Services (DGS), State Archivist, and NIST security standards. The incumbent also supports the department's transition to digital document workflows and implements inventory controls to maintain operational continuity for more than 950 employees while ensuring the physical integrity and digital accuracy of agency resources. The working conditions of this position may involve: Exposure to uncomfortable or unpleasant surroundings. Work may involve exposure to fumes from sprays and other materials, as well as areas with high noise levels. The position may require working indoors and outdoors in varying weather conditions. Exposure to hazardous conditions, which may result in injury. Work involves exposure to ice and snow, flammable liquids, electrical circuits, mechanical equipment and hazards. Work involves special physical demands such as lifting 50 pounds or more, climbing ladders, etc. Use of protective equipment such as googles, gloves, mask, etc. The incumbent in this position will be required to drive a State vehicle. If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
One year of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
