Job Description

This Operations Analyst will support Bonneville Power Administration's (BPA's) Energy Conservation Planning, Evaluation & Research (PEH) organization in conservation resource planning, policy, strategy, analysis, and contract administration. This role will support a range of projects including but not limited to: 1) potential assessments for energy efficiency and/or demand response, 2) strategic planning and policy-development in BPA's Energy Conservation Action Plan, 3) the BPA Resource Program, 4) providing expert analysis and review of the Northwest Power and Council Power Plan policies and technical analysis, and 5) providing as-needed research, policy, technical, strategy, and other advisory services to support conservation planning at BPA. As part of the BPA Conservation resource Planning Team, this assignment will interact heavily with internal and external stakeholders across BPA, as well as external stakeholders including public utilities, investor-owned utilities, the Regional Technical Forum (RTF), Northwest Power and Conservation Council (the Council), advocacy groups and the Northwest Energy Efficiency Alliance (NEEA). In addition, this assignment will collaborate nationally with energy conservation organizations and utilities. Collaboration and communication will include presentations, participation in technical, strategy development and policy-related discussions and advisory committees. This assignment will provide qualified perspectives, proactively identify issues that require escalation or further discussion, maintain clear records of communication, and demonstrate tactful behavior in group settings. This assignment requires strong communication skills, the ability to navigate delicate and complex issues, and a collaborative spirit. Finally, this assignment supports the team lead by providing technical input and opinion on a variety of conservation- and demand response-related topics. This assignment also requires a versatile set of interests and the ability to conduct independent research on broader utility operation domains such as power generation, transmission, utility planning, forecasting, ratemaking, etc. Responsibilities Provide project management knowledge for complex Planning projects.
Project management duties will include:
Facilitate project from inception to conclusion and coordinate internal and external reviews of project details. Identify risks as they are found and work with BPA management to mitigate/address issues. Provide regular project / assignment status reports as requested. Verify work products adhere to BPA's standards and policies. Support and improve the documentation of all projects and the accessibility of project deliverables for multiple internal and external audiences, including tracking on internal BPA staff resources, developing content for stakeholder meetings, and keeping project tracking documentation up to date. Maintain project contract administration through tasks such as tracking invoices, supporting contract documentation and verifying that contract record-keeping is complete, organized, accessible and accurate. Maintain project tracking to ensure that all project efforts are coordinated and proceeding forward to meet major timelines. Notify team and COR if project timelines and milestones are at risk for not being met. Validate documents and files are created, processed and maintained in accordance with compliance requirements and in accordance with Information Governance & Lifecycle Management (IGLM) standards and procedures. Verify that all official records are accurately maintained and accessible for auditing purposes. In the event of disruptions or delays to project work, communicate early, often, and with a focus toward triage of project outcomes if necessary. Collaborate and communicate with external and internal stakeholders, including cross-organizational teams within BPA, Northwest Power and Conservation Council staff, Regional Technical Forum staff and members, utility staff, and NEEA staff, to verify that stakeholders understand BPA's perspective on a variety of topics related to conservation resource planning. Deliver professional communications, feedback, presentation materials, etc. to relevant parties alongside discussion of the contextual relevance of materials delivered. Understand when to provide additional contextual or background information. Verify understanding of audiences consistently and gently. Collaborate closely with the Conservation Resource Planning Team to discuss when and what should be communicated to stakeholders. Maintain a proactive position relative to finding consensus within the Conservation Resource Planning Team. Be able to articulate disagreement with a colleague's position and then be able to put that disagreement aside and move forward. Maintain effective meeting best practices. Develop agendas, shepherd conversations, present where required, and take and save notes in shared network folders for access by others. Communicate results of meetings to relevant parties. Conduct independent analysis of technical topics or data as specified by the Resource Planning Team Lead. Identify deliverables, develop project plans, and implement project plans in an organized, coherent manner in partnership with the Conservation Resource Planning Team Lead (and others as required by the project). Conduct replicable analysis that clearly documents and demonstrates calculations, findings, theories of action or other relevant project information. Proactively identify potential sources of data, departments or teams within BPA who may need to provide information, or collaborate with Energy Conservation team members to perform these tasks. Communicate needs or possible collaboration opportunities early and often to the Conservation Resource Planning Team Lead. Provide expert review or research of technical topics as required by the Conservation Resource Planning Team. Support investigation of topics of interest independently with an internally structured and documented approach. Maintain documentation of research, calculations, suppositions, assumptions, and defend work performed internally to Conservation Resource Planning Team. Communicate feedback effectively and efficiently using software platforms such as Word, PowerPoint, Outlook, Office Suite, etc. Qualifications A degree in Economics, Social Sciences, Computer Science, Engineering Technology, Business Administration or Management, Environmental Policy or in a closely-related field is preferred. With an applicable Bachelor's degree, 5 years of experience is required. With an applicable Associates degree, 7 years of experience is required. Without an applicable degree, 9 years of experience is required. Experience should be consistent with the specific requirements of business and operations analysis and progressively more technical in nature. 3 years of research in the field of energy conservation (including energy efficiency and/or demand response). This research can include conducting planning studies such as potential assessments, market research, process evaluation or impact evaluation, as well as engineering specific research. Academic research, such as conducting an intensive thesis involving primary social science research, is acceptable for this requirement. 2 years of experience with project management/coordination, to include: Budget tracking and analysis Coordinating the efforts of multiple team members Advanced proficiency with Excel sufficient to review and create complex formulas. Job Type & Location This is a Contract position based out of Portland, OR. Pay and Benefits The pay range for this position is $47.00 - $52.00/hr.
