ABOUT THE POSITION
The County of Riverside's Department of Child Support Services (DCSS) is seeking a dynamic and experienced Deputy Director of Programs and Operations to join its leadership team in Riverside. This executive-level position is responsible for overseeing program and operational functions across all DCSS branch locations and providing direct leadership to Regional Managers. The Deputy Director will manage day-to-day departmental operations, ensure compliance with departmental, County, and State requirements, and oversee budget and staffing requests based on organizational needs. This role is central to the department's leadership and will involve the hiring process, performance evaluations of direct reports, and decisions related to employee discipline. The incumbent will regularly attend executive leadership meetings, department head meetings, and State DCSS meetings, both virtually and in person. Some travel is required to visit branch offices and provide operational oversight and support across all locations. In addition, the Deputy Director will provide on-site coverage for the executive team as needed and serve as a key contributor in strategic planning initiatives, organizational changes, and departmental improvement efforts. This role will also mentor newly appointed Regional Managers by offering guidance, leadership support, and operational direction to ensure successful performance in their roles. The ideal candidate will possess exceptional verbal and written communication skills, strong interpersonal abilities, and the confidence to address complex and sensitive issues effectively. Success in this role requires the ability to work independently, demonstrate sound judgment, and lead with professionalism and integrity. Experience developing reports and presentations using tools such as Microsoft Excel and SharePoint is highly desirable. Strong leadership skills, including the ability to provide direction, mentorship, and support to management staff, are essential. Meet the Team! The County of Riverside Department of Child Support Services works with parents and guardians to ensure children and families receive court-ordered financial and medical support. Services provided included locating, establishing paternity, establishing, modifying, and enforcing a court order for child support, and establishing, modifying, and enforcing an order for health coverage. Assist the Director in the direction and administration of the department; assist in establishing and implementing agency program policies and operational procedures, and make revisions or recommendations for improvement as appropriate. Plan and implement new agency program priorities, which includes legislation analysis and tracking to determine impact upon operations. Seek out new partnerships and alliances, innovative system of program reporting and outcome measurement, and overall service system re-design for continuous improvement of client services. Develop, direct, and coordinate new service program initiatives that are responsive to changing and emerging needs of the community. Develop and oversee programs compliant with laws, rules, and regulations and implement administrative and operational procedures to ensure accountability. Design and conduct ongoing needs assessments for the department; compile, organize and analyze the data; rank needs accordingly, and determine what services and supports are required for the department's program; identify and assess training needs for department staff and arrange for training for optimal service to clients and constituents. Coordinate the implementation of program procedures with staff and systems personnel; develop, prepare, revise, and monitor the implementation of program plans and procedures. Provide technical assistance to service providers and related jurisdictions on demographic data, needs, and resources; represent the department at local, regional, and state-wide meetings and conferences. Conduct and participate in studies addressing current issues and prepare reports on public policy and service system solutions. Write and/or supervise the preparation, development, and submission of grant proposals for programs.MINIMUM QUALIFICATIONS
Education :
Graduation from an accredited college or university with a Bachelor's degree in social science, behavioral science, business, public administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)Experience :
Four years in a managerial, administrative, supervisory, or staff capacity assigned primary responsibility for analysis and problem resolution recommendations related to organization operations, procedures, programs, budget, and/or personnel in a governmental agency. This experience must have included gathering information from a variety of sources, performing basic statistical analysis, and writing reports of a standardized nature.Knowledge of :
Principles, methods, and techniques of administration, organization, and management in a governmental or public agency environment; structures and function of local, state, and federal government and business as they relate to social services programs; advanced information gathering and statistical techniques; the elements of composition and report writing techniques; social and cultural factors affecting the needs of the community; supervision; grant writing; objectives and methods of community organization. Ability to : Plan, organize, and direct the operations of an organization; evaluate fiscal and operational programs, projects and procedures; develop efficient and effective program enforcement procedures, training methods and techniques; make appropriate program recommendations on budgeting and staffing; perform advanced statistical analysis and interpret the results accurately; supervise staff; compose narrative and/or statistical reports; communicate effectively verbally and in writing; speak effectively before large and small audiences; develop and maintain cooperative working relationships with a variety of department staff, government, business, community officials, and the news media; plan, organize, and manage a planning function related to social services; organize and direct community conferences and meetings.SUPPLEMENTAL INFORMATION
