Job Description

The Deputy District Administrator assists the District Administrator in overseeing District operations, implementing policies, and managing departments. As a member of the Executive Leadership team, helps establish, recommend, and execute policies. They report on the status of District operations and projects to the District Administrator. In addition, this position oversees the work of subordinate department heads in order to achieve objectives. Oversee and support Public Works, Building and Safety, Facilities, and Environmental Sciences functions through department heads. Lead and oversee District operations aligned with strategic priorities, providing management and direction to assigned departments while promoting a high-performance, accountable, customer-focused, and professional organizational culture. Review and evaluate departmental business processes, operational performance, and service delivery using data and performance metrics to identify opportunities for improved efficiency, effectiveness, and customer service. Collaborate with department heads to address operational issues and implement policy, procedure, and system improvements that enhance performance, strengthen compliance, and support continuous improvement. Work with District stakeholders, taxpayers, external partners, and local, state and federal jurisdictions to initiate activities, represent the District, and respond to requirements at the direction of the District Administrator and the Board of Supervisors. Direct annual budgeting processes for the departments they oversee and participate in the development of the overall District budgeting process, monitor expenditures and capital projects, and report on the fiscal status of the departments to the District Administrator and the Board of Supervisors. Maintain current awareness of local, state, and federal laws and pending legislation related to areas of responsibility and work with stakeholders to form or modify policy positions as appropriate in response to such matters. Provide support to the Board of Supervisors and the District Administrator with the development and implementation of policies covering areas of accountability across the organization as required. Interpret policy for employees and for those having business dealings with the District. Ensure that operations, records, and systems are fully prepared for local, state, and federal agency audits and examinations at all times. Interview, make recommendations to hire, train, and assign team members. Provide, direction and mentoring, develop and communicate performance metrics to assess the effectiveness of teams, both as departments and individually. Evaluate performance and provide counseling, cross training and coaching to employees. Maintain harmonious team/employer relations. Develop and implement staffing plans and related budgets as required.
Other Duties :
Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements. Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies. Perform other related duties as assigned.
Competency :
Knowledge of local, state, and federal laws, ordinances, regulations and intergovernmental relations. Strong understanding of public administration and related regulatory and fiduciary requirements of the District. Skilled presenter and public speaker with the ability to effectively communicate salient points of complex matters in ways that suit various audiences. Strong positive listening, oral, and written communication skills with the ability to convey information clearly. Proficient in Microsoft Office Suite and other specialty software. Excellent team building and management skills. Bachelor's degree in Public Administration, Business Administration, Science, or Engineering. Master's degree preferred Thirteen to sixteen years of increasingly responsible leadership experience including at least five (5) years in an executive and/or senior leadership role.
Strongly preferred:
Candidates with at least five (5) years working within the District. Regular, dependable attendance required.

Driving Requirements:
Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.
Physical Demands:
While performing the duties of this job, an employee is regularly required to sit, stand, walk, touch, speak, hear, and see. An employee is occasionally required to bend, kneel, reach, twist, carry, climb, push and pull. An employee must lift and/or move small articles and occasionally lift objects up to 20 pounds. An employee must demonstrate fine motor skills and to be able to operate vehicles and other equipment. An employee is occasionally required to work in heat, cold and wet/damp conditions and to navigate uneven and/or outdoor terrain.
