  • Social Workers Position Summary The Portfolio Operations Director is responsible for the leadership, oversight, and performance of the Authority's housing portfolio, property operations, asset management functions, and maintenance systems.
This position serves as a member of the Authority's senior leadership team and is responsible for ensuring that agency-owned and managed housing assets are operated efficiently, maintained to high standards, and aligned with the Authority's mission, strategic objectives, and regulatory requirements. The Director oversees property operations, asset management activities, maintenance coordination, occupancy readiness, capital planning support, and portfolio performance initiatives across public housing, RAD, PBV, blended occupancy, and other affordable housing assets. This position is responsible for developing operational strategies, monitoring performance metrics, and promoting a culture of accountability, customer service, and operational excellence. This position supports the CEO by ensuring effective stewardship of housing assets and by implementing operational initiatives that strengthen the long-term performance and sustainability of the Authority's portfolio.
Duties and Responsibilities:

  • Provide leadership and oversight of the Authority's property operations and asset management functions.
  • Establish operational goals, priorities, and performance expectations for the housing portfolio.
  • Promote operational consistency and service excellence across all properties.
  • Support implementation of strategic initiatives established by the CEO and Board of Commissioners.
  • Foster a culture of accountability, professionalism, and continuous improvement. Asset Management & Portfolio Performance
  • Oversee the operational performance of agency-owned and managed housing assets.
  • Monitor vacancy rates, occupancy trends, turnover timelines, work order completion rates, and portfolio performance indicators.
  • Review operational data and develop recommendations to improve property performance.
  • Coordinate property-specific action plans to address operational challenges and performance deficiencies.
  • Support long-range asset preservation and portfolio sustainability initiatives. Occupancy Readiness & Property Coordination
  • Coordinate with HCV Programs & Compliance regarding leasing, occupancy, and unit availability.
  • Coordinate with Facilities Director regarding maintenance trends, metrics and unit turn-over schedules
  • Monitor unit turnover performance and readiness standards.
  • Ensure vacant units are prepared in a timely manner to support occupancy goals.
  • Support agency efforts to maximize occupancy and portfolio utilization. Operational Compliance & Risk Management
  • Monitor compliance with HUD requirements, agency policies, safety standards, and applicable regulations affecting property operations.
  • Conduct operational reviews and property assessments.
  • Identify operational risks and develop corrective action recommendations.
  • Support physical inspections, audits, and regulatory reviews as required. Budget Administration & Resource Management
  • Assist in development and administration of operating budgets related to property operations and maintenance.
  • Monitor operational expenditures and resource utilization.
  • Identify opportunities for cost savings, operational efficiencies, and improved service delivery.
  • Coordinate procurement needs related to property operations and maintenance activities. Reporting & Performance Management
  • Develop and maintain operational reports, dashboards, and performance metrics.
  • Prepare reports and recommendations for the CEO and Board of Commissioners.
  • Utilize data-driven decision-making to improve operational outcomes.
  • Establish departmental performance measures and monitor progress toward goals. Leadership & Staff Development
  • Provide supervision, coaching, and performance management for assigned staff.
  • Establish clear expectations and accountability measures.
  • Promote staff development, succession planning, and professional growth.
  • Support collaboration across departments to achieve agency-wide objectives.
Minimum Qualifications Education Bachelor's degree in Public Administration, Business Administration, Housing Management, Real Estate, Property Management, Construction Management, Facilities Management, or related field preferred. Equivalent combinations of education, training, and experience may be considered. Experience
  • Minimum five (5) years of progressively responsible experience in housing operations, property management, asset management, facilities management, public administration, or a related field.
  • Supervisory experience preferred.
  • Experience with HUD programs, Public Housing, RAD, PBV, affordable housing, or blended occupancy environments preferred.
  • Experience managing operational performance metrics and multi-site portfolios preferred. Knowledge, Skills & Abilities
  • Knowledge of affordable housing operations, property management principles, and asset management practices.
  • Knowledge of maintenance systems, facilities management, and capital preservation strategies.
  • Ability to analyze operational data and performance metrics.
  • Strong leadership, organizational, and problem-solving skills.
  • Ability to develop and implement operational procedures and performance standards.
  • Ability to manage multiple priorities and deadlines.
  • Effective verbal and written communication skills.
