$0.00 - 0.00 Director Regional Operations works with the Regional Services Team and participates in contributing to the growth, development, and management of both owned and affiliated sites by effectively leveraging the resources of the Billings Clinic Network. Seeks to strengthen the rural medical delivery system by enhancing business operations and driving clinical integration which improves the quality of clinical care delivery. Responsible for oversight of branch clinic operations, regional operations initiatives and providing operational expertise and consulting for the affiliated/managed regional affiliates. Essential Job Functions- Assists in the advancement of the mission and vision of Billings Clinic by understanding local and regional healthcare needs to strengthen the rural medical delivery system through clinical integration, practice management and quality initiatives.
- Ensure retention of appropriate care locally through enhancement of regional site operations. Assist with improving the clinical quality of care and enhancing Billings Clinic's management services agreements (MSA).
- Ensures the success and credibility of Billings Clinic Regional Services through the delivery of innovative, quality and cost-efficient programs that supports a more integrated regional health care delivery system and assists rural health care providers who seek out alliances for business and clinical quality reasons. Primary responsibilities include but are not limited to:
- Provides direct supervision of branch clinic practice managers including management of medical group clinical practice(s).
- Establishes a vision of excellence with a customer service orientation and demonstrated quality oues, charting the course in response to the developing and shifting needs of the localmunity and the affiliate/managedanizations.
- Coordinates and promotes outreach initiatives for specified physician specialties within the region by working collaboratively with the Outreach, Telemedicine and Physician Referral teams.
- Coordinates with regional partners, Billings Clinic leadership and physicians to assure continuity in pursinganization's goals and objectives. Identifies and addresses synergies/problems across service lines, providers and within themunity/region.
- Responsible for developing and maintaining collaborative relationships with the regional sites. Serves as a liaison and channel ofmunication between regional sites and Billings Clinic.
- Works closely with the Patient Transfer Center, Physician Referral Manager and Care Management Team to ensure processes for patient transfers from and to affiliate/managed facilities and to ensure discharges back to localmunity occur as appropriate.
- Attends monthly affiliate/managed Board Meetings as assigned.
- Conducts facility operational assessments and assists in the development and implementation of regional site strategic initiatives.
- In collaboration with physician leadership and other medical staff, administration, and other health care providers, develops and implements strategic plans, and leads, develops and revises programs, and assesses facility planning needs to enhance clinical services and clinical integration.
- Provides leadership in developing, planning and implementing the critical access hospital, clinic, medical services, assisted living and/or long-term care business plans and oversees the business and financial operations.
- Works collaboratively with the Vice President Regional Nursing and other Billings Clinic nursing leadership to ensure the practice of nursing meets established standards of care andpetency requirements, state/federal regulatorypliance and accreditation standards. Monitorspliance to these standards and works with nursing and Regional Services leadership to address areas of concern.
- Develops and maintainsmunity relationships as it relates to the continuum of care. Monitors hospital, clinic, medical services, assisted living and/or long-term care activities and identifies trends, problems and/or issues.
- Participates in the development of patient care delivery models and/or care programs, policies and procedures and quality metrics that describe how patient care needs and/or patient populations receiving care are assessed, evaluated and met.
- Participates in the development and implementation of Billings Clinic's plans for providing hospital, clinic, and medical services, assisted living and/or long-term care to patients. Participates in the implementation of an effective, ongoing program to measure, assess, and improve the quality of patient care. Monitorspliance to the plan.
- Participates in Billings Clinic leadership meetings as appropriate to role. (PCSL/CSL)
- Participates in Regional Trustee and Leadership Meetings and various affinity group and circle meetings.
- Attends assigned affiliate/managed facility Board of Director Meetings
- Facilitates Affinity group meetings and/or safety huddles for regional sites
- Leads strategic service line development in the overall marketing, program development, and service priorities. Coordinates with physicians and Billings Clinic leadership to assure continuity in pursing service lineanizational goals and synergy in implementing plans and problem resolution.
- a) Examines the possibilities of growth by identifying opportunities to enhance market position andanizational effectiveness.
- b) Supportsmunity education and awareness by conducting public education programs, participation in health fairs and other events.
- c) Promotes the value of health care provided by theanization by creating effective public relations programs to differentiate and promote the services provided.
- In conjunction with the reginal team and site leadership provides input to finances and budgetary goals/objectives. Oversees/assists with the development of departmental business plans which support both Billings Clinic and regional branch or facility's goals/objectives. Assists in the development of a realistic, cost-effective annual budget.
- a) Enhances operational effectiveness, emphasizing cost containment and enhancing patient access, and increasing patient encounters withoutpromising quality of care or patient safety.
- b) Participates in the managed care relationships, including monitoring of related reimbursement, negotiation with third party payers, provider enrollment and maintenance of contracts.
- c) Monitors periodic financial statements measuring the relevant business activity and financial position of the assigned affiliated/managed facility to ensure appropriate financial management. Works with the appropriate department managers to reduce budget variances.
- d) Works with the Regional finance team to establish a system of controls by designing and enforcing checks and balances to minimize the risk of financial loss through appropriate encounter and charge capture, effective documentation, and codingpliance, etc.
- e) Exercises due diligence throughout contract development, negotiations, andpliance by reviewing, analyzing, and consulting appropriate resources to diminish risk
- Responsible for providing leadership within the medical group practice operations of the assigned affiliate/managed facilities. In collaboration with Regional Services Leadership, physician leadership and other medical staff, administration, and other health care providers, provides consultation on short and long-range plans which enhance clinic practice services.
- a) Provides leadership and consultation in planning, developing and implementing the clinic's business plans to support provider practices to include patient access, provider practice reports, revenue analysis, and billing/coding documentation.
- b) Develops and maintainsmunity relationships as it relates to the continuum of care. Monitors clinic practice(s) medical activities and identifies trends, problems and/or issues.
- c) Serves as a liaison and channel ofmunication between all Billings Clinic programs and services. Participates in the development of patient care delivery models and/or care programs, policies and procedures that describe how patient care needs and/or patient populations receiving care are assessed, evaluated and met.
- d) Participates in the development and implementation of clinical integration for providing physician care to patients. Participates in the implementation of an effective, ongoing program to measure, assess and improve the quality of patient care.

- In coordination with Regional Services and Risk Management staff, leads hospital, clinic, medical practices, assisted living and/or long-term care facilities inpliance with all legal, regulatory and/or accreditation standards or guidelines and ensures quality of care standards are add to.
- a) Works collaboratively with the Regional Services Leadership, branch clinic leadership, facility CEO and leadership to develop, retain, recruit, and lead a talented teammitted to aplishing the goals and objectives of Billings Clinic and affiliate/managed facility.
- b) In conjunction with Director Regional Human Resources, rmends, implements, and evaluates plans and systems that assure sufficient number of qualified andpetent staff to provide care/services. Ads to administrative policies and procedures relating to human resource management.
- c) In conjunction with the Chief Medical Officer Region, participates in development of strategies for physician and advanced practice provider recruitment and retention and conducts assessments for expansion and/or replacement of physicians and advanced practice providers.
- d) Works together with Chief Medical Officer Region, Regional sites (Affiliate & Branch), and Compensation Committees to ensurepensation for physicians and advanced practice providers aligns withanizational strategies and remainspetitive. Works with regional sites to develop annual goals that are part of ruralpensation program.
- e) Works with Billings Clinic ancillary services providers to support ancillary service offerings at the regional sites.
- Demonstrates and encourages an ethic of openmunication and teamwork throughout theanization. Builds an environment of dmitment to Billings Clinic's goals and responsibility to achieve quality oues. Provides consultation for related concerns and acts as a customer advocate by demonstrating sensitivity to ethical and legal ramifications of practice.
- a) Participates in evaluation, selection and integration of health care technology and information management systems that support clinical integration, quality of care/financial needs and the efficient use of resources.
- b) Oversees on-going information needs for the clinical practice(s) by querying involved users and evaluating the information systems capabilities to improve business performance.
- b) Directs effective implementation plans, information systems maintenance, and provides access to training resources to continually improve performance.
- c) Participates in the development of effectivemunication linkages through telmunication and/or internet-based technologies to ensure customer access, service and operational.

Meets all mandatoryanizational and departmental requirements. Maintainspetency in allanizational, departmental and outside agency standards as it relates to the environment, employee, patient safety or job performance.

- Bachelor's degree in business or healthcare administration
- Graduate degree preferred Experience
- 3 Years of leadership/management experience with experience in physician practice management, hospital operations, and/or long-term care
