The Senior Manager, Program Management will: Supervise staff and oversee programs in collaboration with Department and Division Senior Leadership to provide strategic and operational leadership to translate division-level policy, statutory requirements, and evidence-based practices into consistent implementation across multiple clinical and support disciplines; Oversee Program to include the DDSD Clinical Services Bureau, the Special Needs Dental Clinic, Therapy Services, the DDSD Specialty Seating Clinic, Aspiration Risk Management and Bureau of Behavioral Supports; Ensure that DDSD's specialized clinical and behavioral programs operate cohesively, safely, and effectively while advancing high-quality, person-centered supports for individuals with intellectual and developmental disabilities. How does it get done? The Senior Manager, Program Management is responsible for: Providing executive leadership and oversight for assigned DDSD program areas, including Clinical Services Bureau, Special Needs Dental Clinic, Therapy Services, Specialty Seating Clinic, Aspiration Risk Management, and the Bureau of Behavioral Supports. Direct clinical governance and quality assurance activities to ensure safe, effective, evidence-based, and person-centered services; Oversight of risk management strategies for programs serving individuals with complex medical and behavioral needs. Implement division policies, strategic initiatives, and statutory requirements across assigned programs; Ensuring compliance with applicable state and federal regulations, licensure standards and professional practice requirements; Promoting interdisciplinary coordination and integration of clinical, behavioral, and specialized support services; Providing operational and fiscal oversight, including budget development, resource allocation and contract monitoring; Supervising and supporting bureau chiefs and program leadership; Ensuring workforce competency, credentialing and professional development; Monitoring program performance and outcomes to support data-driven decision-making and continuous quality improvement; Serving as a senior advisor to the Division Director and represent the Division in internal and external stakeholder engagements. Health Care Authority (HCA) Inter-Department Colleagues including executive leadership, program divisions, finance, legal, quality, and compliance teams, Developmental Disabilities Supports Division (DDSD) staff such as bureau chiefs, program managers, clinicians, therapists, behavioral specialists, and support staff; Individuals with Intellectual and Developmental Disabilities (IDD) receiving DDSD clinical, behavioral, and specialty services, families, guardians, provider agencies, and direct support professionals supporting individuals served by DDSD programs, internal stakeholders such as HCA leadership, policy teams, data and analytics, human resources, and procurement, external stakeholders including contracted providers, community partners, advocacy organizations, professional licensing bodies and regulatory agencies, and healthcare and service system partners such as medical, dental, behavioral health, therapy and assistive technology partners.

Minimum Qualification Bachelor's Degree in a relevant field of study from an accredited college or university and ten (10) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. Employment Requirements Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving Course Certificate as a condition of continued employment within 45 days of employment. Travel may be required with some occasional overnight stays. Successful completion of the Health Insurance Portability and Accountability Act (HIPAA). Working Conditions Office setting with extensive use of personal computer, telephone, fax, copier and other related office equipment that involves sitting, standing, bending, reaching, etc. to include lifting up to 30 pounds.
