Exempt Under the supervision of the Senior Manager of Field Operations, the Manager, Field Operations is responsible for the daily supervision, management, and quality of work for field service crews, consultants and contractors as assigned. The incumbent will oversee operations and maintenance and maintain system assets such as meters, valves, hydrants, and pipes so that the system is sound and delivers quality water to the residents of Pittsburgh, ensuring customer connections and resolving customer complaints.
RESPONSIBILITIES
Manage area of responsibility in strict accordance with applicable laws, regulations, and established policies including compliance with union agreements Plan, schedule, assign and monitor job assignments and job procedures for assigned work crews Conduct inspections of work in progress and monitor completed work to ensure quality Supervise and direct field crews to meet department production goals in the assigned area of distribution system maintenance and repair Support and monitor Key Performance Indicator (KPI) goals for designated crews Ensure productivity levels meet KPI goals Direct investigations and resolutions for customer complaint and system problems Manage contracts for repairs or replacements as needed to supplement utility crews Recommend and implement approved disciplinary and/or corrective actions as appropriate Provide training and/or technical assistance as requested or required Maintain records and submit accurate reports, such as materials used on the job and progress reports Input and monitor accurate, proper record keeping in the computerized maintenance management systems (CMMS) system Ensure that operational integrity is maintained, including regulatory compliance with the appropriate environmental, health, and safety regulations Respond on a 24 hour a day basis to emergencies Assist in preparation of operating and capital budgets, monitoring progress of expenses Ensure the safety of all operations; Conduct safety meetings, inspections and provide documentation related to all safety issues Supervise, evaluate, coach, mentor, train, discipline and motivate staff and contractors Approve timecards, overtime and benefit usage requests, ensuring accuracy Performs other related tasks as assigned or required
KNOWLEDGE, SKILLS & ABILITIES
Considerable knowledge of the safety hazards and precautions of the work environment and equipment Considerable knowledge of plumbing, leak repair, meter installations, and water taps: concrete work and basic construction techniques Strong management skills (planning, organizing, analysis, problem solving, team working, employee development) ensuring proper operations integrity (quality, environment, reliability, health, safety, security, etc.) Knowledge of regulated water operations well as applicable regulations, requirements, and trends that affect the water business Ability to read and use blueprints and plans necessary for job completion; to make mathematical computations; to make field sketches identifying problems encountered; and maintenance of plumbing systems Proven ability to demonstrate excellent oral and written communication skills and strong interpersonal skills Knowledge of Allegheny County plumbing codes Ability to manage operating budgets and capital improvement projects Proven ability to establish and maintain effective working relationships with all departments, associates, outside agencies and the general public Work independently, use time wisely, and complete assignments in a timely manner as well as take both verbal and written directions Proven ability to make decisions based on sound business judgements, and to set challenging yet realistic targets for the department Skilled in a variety of technology and media platforms with proficiency in Microsoft Office products
EDUCATION / EXPERIENCE REQUIREMENTS
The following requirements list the minimum education/training/experience required to qualify for this job. An equivalent combination of education and/or experience may be accepted. Bachelor's Degree or an Associate Degree in a related field. Five (5) years of experience with Plumbing, Construction, Main and Service Line Repair/Replacement Projects, or related. One to two years of people management or crew supervisor/lead experience. Pennsylvania Class E Water Distribution certification preferred.
GENERAL REQUIREMENTS
Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator's License at the time of application or prior to appointment. A valid driver's license must be maintained throughout employment. Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with
Pittsburgh Water:
Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.
SUPERVISION EXERCISED / RECEIVED
Will directly supervise union trades for assigned area / Will receive supervision directly from the Senior Manager, Field Operations.
PHYSICAL DEMANDS

Specific vision abilities required by this job include close vision, and depth perception.
CONDITIONS
While performing the duties of this job, the employee is regularly exposed to a moderate or quiet noise level in the office work environment. The employee will frequently travel to different sites to perform duties. May perform work outdoors under extreme weather. The employee may be exposed to confined, high spaces, like erect scaffolding; loud conditions with vibrations, traffic, mechanical, chemical, fire, and explosive risks; and odors, dusts, fumes, mists, poor ventilation, and gases which may require a respirator. Availability to work all three shifts, as well as weekends, and holidays. Subject to remain on duty beyond normal hours and/or recalled during emergency situations or other extensive periods.
MEDICAL EXAMINATION
Employment may be contingent upon the results of a post-offer (initial employment or promotion) physical examination performed by the Authority's examining physician.
DRUG TESTING
Employment may be contingent upon the results of a post-offer (initial employment or promotion) drug screening. Continued employment may be subject to randomized drug and alcohol testing conducted without advance notice and for reasonable suspicion.
PRE-EMPLOYMENT BACKGROUND INVESTIGATION
Ability to successfully pass a thorough investigation consisting of a criminal history check, verification of prior employment and performance, reference, and credentials checks, and in some cases credit history.
