JOB SUMMARY
: The Director of Operations & Compliance serves as a member of MHAST's Executive Leadership Team and is responsible for the oversight of organizational operations, human resources, compliance, quality improvement, facilities, technology systems, and administrative functions. This role directly supervises the Operations Manager and other administrative support personnel as assigned. This position provides strategic leadership to ensure that MHAST's infrastructure, workforce, policies, systems, and operational practices support high-quality service delivery, regulatory compliance, organizational growth, and long-term sustainability. The Director of Operations & Compliance serves as the agency's Compliance Officer and works collaboratively with program leadership to promote a culture of accountability, continuous quality improvement, risk management, and operational excellence. The Director of Operations & Compliance partners closely with the Executive Director and leadership team to implement strategic initiatives, strengthen organizational systems, and support the agency's mission, vision, values, and strategic plan.
ESSENTIAL RESPONSIBILITIES
Human Resources & Workforce Development Provide leadership and oversight of all human resources functions. Oversee recruitment, hiring, onboarding, retention, and employee engagement efforts. Ensure compliance with federal, state, and local employment laws and regulations. Support supervisors with employee relations, performance management, coaching, corrective action, and conflict resolution. Maintain personnel policies, employee handbook, and HR procedures. Coordinate staff training, credentialing, professional development, and workforce initiatives. Monitor workforce metrics including vacancies, turnover, retention, and employee satisfaction. Promote a positive, trauma-informed, and mission-driven workplace culture. Compliance, Quality Improvement & Risk Management Serve as the agency Compliance Officer. Develop, implement, and oversee the annual Compliance Plan. Facilitate Compliance Committee meetings and activities. Monitor compliance with OMH, OASAS, OMIG, Medicaid, HIPAA, labor, and contractual requirements. Coordinate internal audits, monitoring activities, and corrective action plans. Oversee organizational incident management processes and chair the Incident Review Committee. Support agency certification, recertification, licensing, and regulatory review activities. Monitor organizational risk and recommend mitigation strategies. Promote continuous quality improvement initiatives across the agency. Operations & Administrative Leadership Oversee administrative operations and agency support functions. Develop and implement operational policies, procedures, and workflows. Evaluate and improve organizational systems and processes to increase efficiency and effectiveness. Ensure appropriate records management and document retention practices. Oversee vendor relationships, service contracts, and operational partnerships. Support implementation of organizational initiatives, projects, and strategic priorities. Technology & Information Systems Oversee agency technology infrastructure, including electronic health records, communication systems, cybersecurity practices, and information management systems. Coordinate technology vendors and service providers. Support system improvements that enhance operational efficiency and data integrity. Ensure compliance with privacy, security, and data management requirements. Facilities, Safety & Business Continuity Oversee facility operations across all agency locations. Coordinate maintenance, security, safety, and environmental compliance activities. Ensure compliance with fire safety, emergency preparedness, and workplace safety standards. Manage agency assets and operational resources. Lead business continuity and emergency response planning efforts. Leadership & Strategic Planning Serve as a member of the Executive Leadership Team. Participate in strategic planning, organizational development, and agency-wide decision making. Support implementation and monitoring of the agency strategic plan. Represent MHAST in community partnerships, collaborative initiatives, and stakeholder meetings as assigned. Foster cross-departmental collaboration and organizational alignment.
QUALIFICATIONS
Required Master's degree in Business Administration, Human Resources, Public Administration, Healthcare Administration, Human Services, or related field. Minimum five years of progressive leadership experience in nonprofit, healthcare, behavioral health, human services, or related settings. Demonstrated experience in human resources, compliance, operations, or organizational leadership. Knowledge of employment practices, organizational operations, and regulatory compliance requirements. Strong organizational, analytical, and problem-solving skills. Excellent written, verbal, and interpersonal communication skills. Valid driver's license and acceptable driving record. Ability to successfully complete all required background checks. Preferred Experience in behavioral health, substance use, crisis services, or community-based nonprofit organizations. Knowledge of OMH, OASAS, Medicaid, OMIG, HIPAA, and nonprofit regulatory requirements. Experience with quality improvement, risk management, and accreditation or certification processes.
