Job Description

Brief position description:
The primary duty of this position is as Utility Field Foreman. This position is under the general direction of the Utility Superintendent and the Public Works Director. (A complete job description is available for review on the City's website at www.hudsonoaks.com .)

Qualifications:
Under the direction of the Utility Superintendent and Director of Public Works, the Utility Field Foreman leads and participates in daily field operations for water and wastewater systems. This working leader ensures safe, efficient completion of work orders while supporting crew productivity, training, and regulatory compliance.
ESSENTIAL DUTIES
Field Operations & Coordination Lead and perform construction, maintenance, and repair of water and wastewater systems. Coordinate daily work activities, ensuring efficient use of staff, equipment, and materials. Ensure timely completion and documentation of work orders. Inspect work for quality, safety, and compliance; respond to system failures and emergencies. Safety & Compliance Enforce safety standards and promote a culture of accountability. Ensure compliance with all applicable regulations and jobsite safety practices. Leadership & Training Provide daily directions, training, and support crew members Evaluate performance an ensure required certifications and skill development. Equipment & Maintenance Operate and oversee use of heavy equipment and tools. Ensure proper maintenance, safe operation, and coordination of repairs. Documentation & Reporting Maintain accurate records and work activities, materials, and equipment usage. Report service issues, incidents, and system performance to supervisors. Customer Service & Coordination Respond to public inquiries and service concerns professionally. Coordinate with internal departments, contractors, and agencies. Other Duties Participate in on-call rotation and emergency response. Perform related duties as assigned.
SUPERVISORY RESPONSIBILITIES
Lead direction over utility field crews.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of water distribution and wastewater collection systems. Ability to lead crews, operate equipment, and troubleshoot system issues. Strong communication, organization, and decision-making skills. Ability to maintain records and train staff effectively
EDUCATION AND EXPERIENCE
High School Diploma or equivalent is required Minimum three (3) years of utility field experience Demonstrate leadership ability
REQUIRED CERTIFICATES AND LICENSES
Texas Class C driver license TCEQ Class C Groundwater License TCEQ Class II Wastewater Collection License
PREFERRED CERTIFICATES, LICENSES, AND EXPERIENCE
TCEQ Class C groundwater license Two years of established history in a maintenance field preferred
ENVIRONMENTAL AND SAFETY FACTORS
Daily work is performed in outdoor conditions which include extreme heat, extreme cold, and severe weather.
TOOLS AND EQUIPMENT USED
Shovel, hand tools, heavy equipment, back hoe, mower, weed eater, edger, and other outdoor maintenance equipment as needed.
