This position plays a central role in Tacoma Power's transition into new organized wholesale electricity markets; one of the most significant operational transformations in the utility's history. Resource Operations & Trading is responsible for wholesale energy trading and the operation of Tacoma Power's hydroelectric facilities. The section generates an average of $70 million per year in wholesale revenue , directly supporting Tacoma Power's ability to maintain some of the lowest electricity rates in the nation . The Organized Markets Operations Manager will support the planning, implementation, and long-term optimization of Tacoma Power's participation in organized markets while leading the Organized Markets team and contributing to the strategic direction of the Operations & Trading Leadership Team. Key Role Highlights Take on a key leadership role in a once-in-a-generation shift in western power markets Lead and develop the Organized Markets team of analysts and settlements specialists Serve as a critical partner to the Program Manager for the Markets+ implementation Provide organized market coordination between Power Management and T&D System Operations to ensure organizational alignment Play an active and influential role as part of the Operations & Trading leadership team Support a team whose work directly helps keep electricity affordable for Tacoma's customers
Responsibilities Include:
Support the Program Manager in the implementation, integration, and ongoing optimization of Tacoma Power's participation in organized wholesale electricity markets. Coordinate multiple high-visibility and interrelated initiatives, including: Implementation of the Western Resource Adequacy Program (WRAP) Tacoma Power's transition into the Southwest Power Pool (SPP) Markets+ day-ahead and real-time markets Strategic and compliant exit from the Western Energy Imbalance Market (WEIM) Ensure Tacoma Power maintains strong operational, financial, and compliance performance in the WEIM until market exit while preparing for Markets+ entry. Lead, mentor, and develop the Organized Markets team; cultivate a culture of operational excellence, learning, and continuous improvement. Conduct broad cross-functional planning and coordination with internal staff, executive leadership, consultants, software vendors, market operators, regional entities, and peer utilities. Enhance and optimize Tacoma Power's organized market processes to support long-term value, reliability, and compliance. Develop and leverage analytics-based insights to support operational decisions and ensure alignment with Tacoma Power's strategic objectives. Represent Tacoma Power with peer market participants, external stakeholders, and the Southwest Power Pool. Qualifications Minimum Education• Bachelor's degree in business or public administration, economics, finance, accounting, engineering, project management or directly related field Minimum Experience• 6 years of power industry experience directly related to area of assignment, including 1 year of experience as supervisor, manager or SME Relevant education and experience may substitute for one another on a year-for-year basis Licensing, Certifications and Other Requirements Some positions may require individuals to complete annual CIP training after employment and pass a comprehensive personal risk assessment (background check) prior to employment and every five years thereafter as required by federal regulatory requirements (NERC-CIP) Knowledge & Skills Our ideal candidate will bring with them: Experience in organized electricity markets, utility operations, hydroelectric resource management, or wholesale energy trading Demonstrated success managing complex, multi-discipline programs or projects Excellent communication skills and the ability to build strong relationships across diverse internal and external groups Leadership experience developing and supporting high-performing teams Strategic thinking, adaptability, and a commitment to Tacoma Power's mission of providing clean, reliable, and affordable energy Selection Process & Supplemental Information Apply All interested individuals must apply online and attach a resume and cover letter that includes major responsibilities and accomplishments related to the position.
