OBJECTIVE
Under the direct supervision of the Operations Supervisor, this position is responsible for coordinating and overseeing daily work activities within the Operations Division. The Operations Crew Leader supports the planning and execution of safe, efficient, and effective operations, including snow and ice control, street and public right-of-way maintenance, storm sewer system collection, and conveyance maintenance. This position provides day-to-day leadership by assigning, scheduling, training, and supporting work crew members, while exercising sound judgment in the coordination and execution of assigned tasks.

Provides day-to-day direction, coordination, and oversight of assigned crew members and seasonal employees. This position does not have full supervisory authority.

Maintains regular working relationships with the Operations Supervisor, Assistant Operations Director - Infrastructure & Equipment, Operations Director, Department, Division, and Office Heads, as well as employees, contractors, vendors, and the general public.
ESSENTIAL DUTIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Leads, trains, and supports Operations streets and storm sewer crew members; assigns and oversees daily work to ensure tasks are completed efficiently, effectively, and in compliance with safety standards; escalates personnel issues to the Operations Supervisor. Plans, coordinates, and delegates daily maintenance activities, including utility ditch repair, pothole patching, traffic control, storm sewer maintenance and repair, and snow and ice control operations. Oversees the use, care, and maintenance of materials, supplies, and equipment; ensures proper operation and adherence to established procedures. Conducts routine field inspections to monitor work quality, productivity, and compliance with safety and operational standards. Receives, investigates, and resolves public inquiries and complaints in accordance with department policies; consults with the Operations Supervisor as needed. Communicates operational issues, maintenance needs, and project updates to the Operations Supervisor and other City departments or divisions. Ensures employees are properly trained in equipment use, maintenance techniques, and safety practices; monitors work activities and enforces compliance with applicable safety regulations and PPE requirements. Utilizes mapping and asset management systems to review infrastructure data, generate and complete work orders, and maintain accurate records. Prepares and maintains reports, records, and correspondence related to maintenance and operational activities. Assists with and may oversee snow and ice control operations, including plowing and salting activities. Coordinates work activities with other Public Works divisions, City staff, contractors, and consultants. Responds to emergencies and urgent situations on a 24/7 basis, including severe weather events, power outages, traffic control needs, and other public works-related incidents. Follows all safety regulations, policies, and procedures; reports all unsafe conditions and acts to supervisor; reports all accidents to the supervisor immediately whenever possible; follows recognized safe work practices. Performs other special projects and other job duties as assigned or required during regular and non-business hours, including providing support as a part of any City response to essential or emergency operations. All employees may be assigned by the City Manager or their designee to perform duties and assume responsibilities that are outside the scope of their work duties when the City Manager has declared a City disaster or the City Emergency Operations Center has been initiated.
MINIMUM EDUCATION AND PRIOR EXPERIENCE
The requirements listed below are necessary to perform the essential duties of the position. A High School diploma or equivalent is required. Possession of a valid state-issued Class "B" Commercial Driver's License with a tanker (N) endorsement, or ability to obtain such license within twelve (12) months of hire or promotion. Minimum of five (5) years of progressively responsible experience in one or more of the following areas: stormwater systems and street maintenance, waste collection and disposal, traffic control, underground utilities, medium- to heavy-duty equipment operation, and/or snow and ice control. Supervisory experience is preferred. Demonstrated proficiency at the Operator 3 level. Successful completion of CVMIC's Emerging Leader Certification Program within twelve (12) months of hire or promotion. Possession of a valid state-issued driver's license at time of hire. A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of the stated minimum requirements.

Thorough knowledge of modern public works operations, including traffic control, stormwater systems, street maintenance, snow and ice control, and waste and recycling operations. Thorough knowledge of equipment, materials, methods, and procedures used in construction, maintenance, and repair activities. Working knowledge of utility locating procedures. Thorough knowledge of safety practices and regulations, including work zone safety, excavation safety, and confined space entry. General knowledge of work coordination and operational practices.

Proficiency in Microsoft Office applications, including Word, Excel, and Outlook. Recordkeeping and data management skills to ensure accurate tracking, reporting, and documentation of work activities. Written and verbal communication skills to prepare clear, concise correspondence and reports. Mathematical skills to perform basic calculations and apply them to job-related tasks. Basic project coordination skills to support planning, scheduling, and execution of operational activities.
Abilities:
Ability to safely operate light- and medium-duty vehicles and maintenance equipment in accordance with established safety procedures. Ability to apply and consistently follow safety policies, practices, and procedures, and report unsafe conditions. Ability to make decisions in accordance with applicable laws, regulations, and established procedures. Ability to maintain required licensure, including a valid state-issued driver's license and Commercial Driver's License (as required). Ability to work effectively both individually and as part of a team, exercising sound judgment within the boundaries of responsibility and without direct supervision. Ability to adapt and possess the technical aptitude to learn, implement, and utilize new technologies and operational processes. Ability to establish and maintain effective working relationships with Department, Division and Heads, City staff, residents, vendors, customers, and the general public.

EQUIPMENT, INSTRUMENTS, AND MACHINES
Operates and utilizes a variety of machinery, equipment, and tools, including but not limited to: pick-up trucks, dump trucks, end loaders, skid-steer loaders, backhoes, knuckle-boom loaders, multi-function tractors, hot mix asphalt trucks, automated waste collection vehicles, street sweepers, snow plows, chain saws, walk-behind compactors, pavement and pipe saws, air hammers, power routers, lawn mowers, brush chippers, compressed air equipment, air and utility monitoring devices, and common hand and power tools. Cell phones and other communication devices are also used in the performance of job duties.
WORKING CONDITIONS AND PHYSICAL FACTORS

Work Environment:
This position primarily operates in an outdoor environment and is frequently exposed to varying weather conditions, including extreme heat and cold, wind, and wet or humid conditions. The employee may work near moving mechanical parts and may be exposed to fumes, airborne particles, chemicals, dust, vibration, and moderate noise levels.
Physical Demands:
This position requires regular physical activity, including walking, standing, stooping, kneeling, crouching, crawling, climbing, and balancing. The employee must be able to exert up to 100 pounds of force occasionally, and regularly lift, carry, push, and pull materials of varying weights. This position requires frequent use of hands to handle, grasp, and operate equipment, as well as repetitive motions such as reaching, twisting, and wrist movement. The employee must be able to communicate effectively and possess sufficient vision (including close, distance, color, peripheral vision, depth perception, and the ability to adjust focus) to safely perform job duties. Hand-eye coordination and the ability to observe and respond to the work environment are necessary. The position also requires the ability to apply cognitive skills, including reasoning, analyzing, and problem-solving.
Work Schedule and Additional Requirements:
This position typically follows a Monday through Friday, 40-hour work schedule. However, employees must be available to work extended and non-standard hours, including nights and weekends, and respond to emergency situations as needed. Participation in snow and ice control, severe weather operations, and other Public Works activities is required. This position is designated as safety-sensitive for purposes of drug and alcohol testing.
