Job Description

WPCD OPERATIONS SUPERVISOR
Definition:
Under general direction of the WPCD Superintendent, supervises and oversees the collection, treatment, and disposal of wastewater for the City.
Essential Functions:

Tasks:
Plans, directs, coordinates, and controls the activities of the Operations Division staff including payroll, recommendations for hiring, assigning and reviewing work, performance evaluation, scheduling leave, and providing daily work instruction. Assists in the preparation of and monitors the Division budget. Oversees purchasing of equipment and supplies, inventory control and accounting procedures. Assures that services delivered by staff meet quality and timeliness standards. Plans for the addition of new services and/or the expansion of unit functions. Attends staff and other meetings as required. Ensures wastewater treatment plant operations are in compliance with state and federal regulations. Coordinates safety, health, and accident program for the plant. Provides on-the-job training and coordinates training programs. Recommends and assists in the implementation of goals and objectives. Reviews, maintains, and orders inventory and records of chemicals, materials, and supplies. Prepares monthly reports. Prepares plant questionnaires and permit applications as required by government agencies. Conducts plant tours. Performs other duties as assigned.
Knowledge, Skills, and Other Characteristics:
Knowledge of the methods, materials, tools, and techniques used in the repair and maintenance of a wastewater treatment plant. Knowledge of appropriate occupational safety precautions needed in wastewater treatment. Knowledge of current local, State, and Federal regulations, standards and guidelines regarding wastewater treatment and treatment plant operations. Knowledge of methods and techniques of effective supervision and management. Skill in methods and techniques of wastewater treatment and analysis. Skill in the application of communication and interpersonal skill as applied to interaction with co-workers, subordinates, supervisor, and the public, sufficient to exchange or convey information and receive work direction. Skill in performing lab tests and operation a treatment plant. Skill in maintaining records. Skill in operating assigned office computers/software. Skill in establishing and maintaining effective working relationships with co-workers, supervisor, and the public. Skill in planning, organizing, and directing the work of subordinate staff. Skill in modeling professional behaviors and attitudes for subordinate staff. Skill in promoting and enforcing safe work practices. Skill in organizing and prioritizing workload and managing multiple projects at the same time. Skill in identifying and maintaining the confidentiality of sensitive and important information while using diplomacy and tact. Skill in analyzing problems, identifying realistic, feasible solutions, projecting consequences of proposed actions and contributing to a consensus which can be implemented.

Mental work efforts involve interpretation and application of legal and quasi-legal rules, regulations, policies, procedures, and guidelines requiring managerial decisions and assuming responsibilities which may have significant impact on the City's ability to maintain pollution-free water systems. Physical requirements include the ability to sit and walk for moderate periods of time, ability to move moderate (25-50 lbs.) materials infrequently, and the ability to climb ladders and stairs.
Working Conditions:
Work involves normal office environment with frequent exposure to hazardous materials including acids, corrosives, gases, flammables, bacteria, and other chemicals. Will be on (24) hour call.
Qualifications:
High School diploma and five (5) years of progressively responsible work experience in a wastewater treatment plant, three (3) of which in a supervisory capacity. Must possess a WV Class IV Wastewater Operator's certificate and be certified as a Laboratory Technician. Other certifications as determined by federal, state, and division regulations may be required.
