Sourcing General Summary:
Qualcomm's EDA and Third-Party IP Sourcing Team is seeking a highly skilled and experienced Director to source and manage Electronic Design Automation (EDA) tools for both front-end and back-end design flows. The ideal candidate will have a strong technical background and extensive experience in sourcing EDA tools or serving as a Technical Manager for EDA products within a fabless design company. Develops, provides, and executes sourcing strategies, options, working with internal customers to conclude decisions based on technology, cost and schedule requirements, and then drives procurement to completion. Drives business aspects of complex, high impact supplier agreements in collaboration with suppliers and internal cross-functional organizations. Responsible for contract negotiations, cost, technology enablement, device development, and services to ensure capacity and supply assurance. This role requires full-time onsite work in Santa Clara, CA or San Diego, CA (5 days per week).
Minimum Qualifications:
  • Bachelor's degree and 9+ years of Sourcing or related work experience. OR Associate's degree and 11+ years of Sourcing or related work experience. OR High School Diploma or equivalent and 13+ years of Sourcing or related work experience.
  • Completed advanced degrees in a relevant field may be substituted for up to two years (Master's = one year, Doctorate = two years) of work experience.
Preferred Qualifications:
  • Master's degree in Business Administration, Engineering, or related field.
  • 4+ years of experience working in a large matrixed organization.
  • 4+ years in a leadership role with or without direct reports (only applies to positions with direct reports).
  • 3+ years of work experience in a role requiring interaction with senior leadership (e.g., Vice President level and above).
  • 2+ years of working with cost projection and management.
Principal Duties and Responsibilities:
  • Coaches across teams to establish operational objectives, develops new processes and procedures, and defines efficient methods for sourcing based on an expert knowledge of standard and Qualcomm's sourcing principles, theories, and concepts, as well as an understanding of impact across business units and programs.
Drives and communicates process improvements and solutions and anticipates potential risks.
  • Leads the development of sourcing strategies and plans in accordance with supplier engagements or agreements that are aligned with business unit objectives for products or technology.
  • Guides others to provide sourcing options and recommendations to internal customers based on technology, cost, risks, and schedule requirements. Uses strong understanding of competitive landscape, market conditions, and business needs to coach others on managing highly complex sourcing issues.
  • Coaches teams across the department to conduct and manage advanced data analysis to identify problems and develop solutions.
  • Leads the development and communication of contract negotiation strategies, including licensing of IP for integration into end products, pricing, device development and/or supply assurance. Guides others during negotiations.
  • Collaborates internally and externally to develop strategy and project plans based on an understanding of factors such as design changes, cost targets, and changes to scheduled and quantities. Identifies associated risks and suggests solutions.
  • Makes decisions that have global implications in order to create better alignment across teams. Decisions reflect broad knowledge of major functional areas and strategies.
  • Oversees multiple, large, and complex projects that are relatively diverse in nature and objectives. Ensures project goals are met and assists with overcoming barriers. Defines and improves processes for the department.
  • Serves as a change agent by identifying appropriate opportunities for change and then communicating the implications and rework associated with that change.
Analyzes major requirements to determine project scopes and approach.
Level of Responsibility:
  • Works independently with no supervision.
  • Provides supervision to other supervisors/managers who are direct reports.
  • Decisions are more significant in their impact, influencing overall program or project success, finances, and/or the ability to meet objectives. Errors are not readily apparent due to the complexity of work process/product or time between decisions and results. Errors typically result in significant expenditure of time, resources, and funds to correct.
  • Requires verbal and written communication skills to convey complex and/or detailed information to multiple individuals/audiences with differing knowledge levels. Role may require strong negotiation and influence, communication to large groups or high-level constituents.
  • Overall responsibility for developing and administering budgets, schedules, and performance standards for multiple departments or functional areas. Erroneous decisions, failure to achieve goals results in additional costs and personnel and critical delays in schedule and may jeopardize overall group business activity.
  • Has a great degree of influence over key organizational decisions (e.g., is making or directly making key decisions that will have substantial impact over the organization).
  • Most tasks require multiple steps which can be performed in various orders; tasks require simultaneously executing multiple cognitive abilities and maintaining information in short or long-term memory while performing the task.
  • Regularly determines what needs to be done and is involved with sharing innovative solutions to achieve broad policies and objectives.
  • Works on abstract problems in unique situations that require intricate analysis, and evaluation of ambiguous factors. Directs the resolution of highly complex, unusual, or abstract business problems across functional or organization lines. Through assessment of intangible variables, identifies, and evaluates fundamental issues, providing strategy and direction for major functional areas.
  • Develops, redesigns organizational strategies and provides overall direction for various functional areas and/or entire organization.
Has influence over the formulation and achievement of long-term business plans and objectives.

$172,900.00 - $263,300.00 The above pay scale reflects the broad, minimum to maximum, pay scale for this job code for the location for which it has been posted.
