Military Trail, WPB 35004 Palm Beach County's Procurement Department is seeking an experienced manager for Division Director - Procurement Operations. Reporting to the Procurement Director, this position assists in directing and coordinating the procurement of goods and services for the County and the operation of the central warehouse; reviewing and analyzing vendor protests and managing all functions associated with vendor resources, special projects and information technology. The Division Director may also supervise professional, technical and clerical personnel.
KEY RESPONSIBILITIES - ASSISTS IN
: Acting as the public procurement advisor and technical expert to County departments and County Administration, demonstrating knowledge of best practices of cost savings and operational efficiencies. Researching market sources and vendors to locate and ensure most cost effective and competitive pricing for the purchase of supplies and services. Providing support to the procurement operational needs including review of internal policies, input on training of staff and user departments. Analyzing and completing monthly, quarterly and annual spend reports. Developing, implementing and managing of key performance indicators and other objectives Developing and implementing e-procurement methods, such as punchouts, catalogs, and online solicitation management. Reviewing and resolving vendor issues. Ensuring compliance with procurement policies and procedures by reviewing and monitoring various solicitations. Maintaining open communication with supplier community to provide a comprehensive understanding of the procurement practices. Monitoring contracts; seeks out and develops external funding sources. Supervising the timely procurement of all goods, supplies and services needed, in accordance with all applicable federal/state laws and County ordinances.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following: A Master's Degree in Business/Public Administration, Finance, Accounting, Purchasing or related field and a minimum of four (4) years of experience managing purchasing operations, which includes three (3) years of responsible management or supervisory experience, OR A Bachelor's Degree in Business/Public Administration, Finance, Accounting, Purchasing or related field and a minimum of six (6) years of experience managing purchasing operations, which includes three (3) years of responsible management or supervisory experience, OR An unrelated Bachelor's Degree and a minimum of eight (8) years of experience managing purchasing operations, which includes three (3) years of responsible management or supervisory experience, OR An Associate's Degree in Business/Public Administration, Finance, Accounting, Purchasing or related field and a minimum of eight (8) years of experience managing purchasing operations, which includes three (3) years of responsible management or supervisory experience, OR Graduation from high school or an equivalent recognized and a minimum of ten (10) years of experience managing purchasing operations, which includes three (3) years of responsible management or supervisor experience.
PREFERRED QUALIFICATIONS
Preferred qualifications include experience: Using the CGI Advantage procurement/financial system, Performing procurement activities for a large public or private employer, and Utilizing work order tracking or other Enterprise Content Management (ECM) systems.
