The Sr. Manager, Procurement Services leads the strategic development of system application modules and implementations, and coordinates the development and enhancement of Procurement business processes, definitions, practices and tools. Essential Functions Develops annual procurement objectives and manages day-to-day priorities for timely and efficient execution of workload. Performs cradle-to-grave contract administration on all assigned contracts; independently manages complex contract issues involving disputes, modifications, claims and close-outs; exercises delegated procurement officer authority for a wide range of contracts Acts as a consultant to staff to resolve irregularities in competitively bid and negotiated construction contracts as well as mistakes in bids and bid protests; determines acceptability of any special award requirements; obtains approvals required for the method of procurement and/or contract award; develops justification for sole source negotiations and prepares applicable determinations and/or findings Acts as a consultant to other teams and staff for unusually large or complex procurements; devises innovative contractual methods and procedures; recommends the most feasible approach within the framework of existing requirements and regulations/policy to successfully execute the procurement; approves adequacy of specifications Directs the pre/post award contracting process to include preparing synopsis, conducting slates, selections, requesting proposals, negotiating fees, awarding contracts, and preparing required reports Acts as consultant to staff to resolve irregularities or other problems in the procurement process and protests; determines acceptability of any special award requirements; obtains approvals required for the method of procurement and/or contract award; executes contract documents for negotiated and sealed competitively bid contracts For more complex and/or large procurements, develops the WSSC Water position and leads negotiations with contractors; represents WSSC Water in solving problems and explaining procurement requirements; holds discussions with suppliers/contractors, customers and industry representatives concerning contract pricing and other contractual matters; may chair pre-bid and pre-proposal conferences Advises customers on policies, business practices and contract interpretation; works with customers to select appropriate contract type for a specified effort; assists in source selection plan development; briefs and discusses matters concerning claims, protests and disputes with appropriate leadership and takes a lead role in developing decisions/determination on those matters; advises customers regarding status of projects and other business issues Supports the CPO in achieving strategic and tactical objectives assisting with high-profile procurements, preparing contracts, and developing customer-oriented processes that are consistent with WSSC Water policy Evaluates WSSC Water procurement policies; assists in updating policies and operating procedures involving the integrity of the contract process and enforces compliance with guidelines contained therein; Issues appropriate contracting approaches and methods, design of overall project plans and strategies, and contracting techniques to meet mission, program goals requirements, and time frames Works closely with the Director of the Office of Supplier Diversity & Inclusion (OSDI) to ensure MBE and SLBE goals are properly set on all assigned projects; prepares management reports as necessary to support Procurement Office objectives Ensures professional products are delivered at specified quality levels within times prescribed; ensures that required changes are properly negotiated and executed; ensures that close-outs are properly handled in a timely manner with a formal contractor evaluation Supervises, directly or indirectly, employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination Other Functions Represents the Commission in area conferences and meetings relating to procurement Introduces automated techniques to provide economies and efficiencies of computer technology to procurement and contracting functions Establishes and maintains a rapport with representatives of industry in the interest of developing adequate sources for Commission needs When delegated, represents the CPO, in the absence of the CPO, on the Metropolitan Washington Council of Governments Stays abreast of functional best practices outside of WSSC Water and introduces those best practices into WSSC Water suggested policies, practices and training Represents the Chief Procurement Officer at meetings Performs other duties as assigned Work Environment And Physical Demands Business casual office environment Required Knowledge, Skills, And Abilities In-depth knowledge of various types of contracts, methods of contracting and selection factors to plan appropriate strategies to procure complex requirements In-depth knowledge of contractual techniques when changes in the technical requirements, design concepts, etc., are required during the course of the contract, i.e., development of new terms and conditions, or other innovations necessary to satisfy a unique procurement requirement or condition Knowledge of purchasing information technology and automated data processing applications Ability to manage numerous complex procurements while meeting deadlines established in milestone plans; ability to effectively delegate workload to staff through assignment of projects and tracking of progress Ability to effectively supervise Ability to conduct effective negotiations for the most complex and difficult contracts and contract modifications and claims, with the ability to maintain the proper degree of business equity when dealing with private industry and in seeking WSSC Water management approvals Ability to lead negotiation teams in negotiating prices, terms and conditions and settlement for competitively negotiated contracts and for the resolution of complex change orders and claims Ability to effectively and professionally represent WSSC Water in public meetings when assigned Dispute resolution skills in negotiation, mediation, arbitration, litigation and other remedies Financial and quantitative analysis skills to analyze contractor financial statements and perform extensive computations on cost/price data analysis, including review of cost breakdowns to determine reasonableness Ability to write clear and concise reports, memoranda directives, and letters Ability to effectively communicate and make presentations to a wide variety of audiences Ability to establish and maintain effective working relationships with Commission officials, private contractors and procurement staff Minimum Education, Experience Requirements
  • BS/BA degree in Business, Engineering, Construction Management, Public Administration or a related discipline
  • 8+ years experience in procurement and contract administration of strategic or complex contracts
  • 3+ years of supervisory experience Additional Requirements Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter Preferences Procurement certification such as CPM, CPSM, CPSD, CPPO, CPPB, CPIM, or designation as a Federal Government Acquisition Professional certified to Level II Background in public sector procurement Master's degree Coursework in negotiations, cost & price analysis, advanced construction contract management, and contract law Salary $139,786 - $238,014 Posting Detail Information EEO Statement WSSC Water is an Equal Opportunity Employer.
