$33.29 - $43.97 (Salary range includes the 10.77 percent local supplement and is based on state service)
Minimum Degree Level:
Bachelor's in financial management, accounting, or business administration; or equivalent experience and/or degree. At least five years' experience as a buyer/contracting officer in a public or private organization involving construction, services, and materials purchasing. Experience in North Carolina local government and/or school system environment. Preferred Certified Local Government Purchasing Officer (CLGPO), CPPO/CPPB or CPM or Obtain certification within 3 years.
Additional Position Comments:
The Purchasing Officer/Risk Control Manager is responsible for overseeing district-wide procurement operations, risk management activities, and compliance with applicable federal, state, and local purchasing regulations. This position manages the preparation and processing of purchase orders, supports formal and informal bid and construction procurement processes, and ensures all procurement activities are conducted in accordance with established policies and legal requirements. The role also administers the district's insurance programs, coordinates the disposition of surplus property in collaboration with appropriate departments, and maintains accurate records related to purchasing, contracts, insurance, and asset management. In addition, the Purchasing Officer/Risk Control Manager identifies and mitigates operational and financial risks, ensures compliance with procurement standards, and provides guidance to district staff to support efficient, transparent, and cost-effective use of public resources.
