Full Time (30 Hours or More) Job Requirements and Properties Work Onsite Full Time Schedule Full Time Job Description . The City of Keene, New Hampshire (Keene, NH) is looking to hire a Purchasing and Contract Services Manager to assist in creating long-term environmental, social, and economic vitality within Keene and the Monadnock Region. Specifically, this role will:
  • Develop and manage sustainable procurement functions;
  • Provide leadership and technical support on sustainable energy, environmental preferred purchasing and other procurement activities;
  • Manage and develop processes, systems, and procedures to enhance transparency, efficiency and effectiveness of purchasing, procurement and contract management;
  • Refine financial benchmarks and measurable goals for city operations and activities; and
  • Undertake life cycle cost analysis and development of joint procurement initiatives. The position requires a Master's degree in environmental studies, public administration, or related field. A successful candidate must have one (1) year of experience as a Purchasing or Project Manager or Coordinator or related occupation, which includes one (1) year of experience in the following:
  • Managing purchasing processes, including the development and issuance of purchase orders, bids, acceptance of quotes, making recommendations regarding the selection of vendors; and participating in the evaluation of completed bids and requests for proposals, and qualifications from vendors;
  • Developing, implementing, and/or maintaining internal controls related to purchasing and contract performance;
  • Coordinating assessment of operations efforts related to environmental purchasing goals, efficiency, and sustainability for cities or municipalities;
  • Providing leadership and technical support to coordinate the integration of environmental friendly processes and implementing initiatives and activities reinforcing a culture of environmental and operational sustainability within cities and municipalities; and
  • Identifying partnerships with business, industry, government, and professional associations and community groups around environmentally sustainability.
