Job Description
Manages the procurement section of Santa Fe County, overseeing the procurement of all goods and services in accordance with all Federal, State, and County rules and regulations. Ensures that all purchases are fairly and competitively procured in order to realize the best price and value for taxpayers. Hires, trains, supervises, motivates, evaluates, and disciplines the procurement staff. Leads the department heads in coordinating large and complex Request for Proposals; Invitation for Bids, and other solicitations. Develops policy and procedures that improve and streamline the procurement process while complying with Federal and State rules and regulations. Understands operational and programmatic needs and develops appropriate procurement solutions or recommendations, while defining costs and associated benefits. Evaluates all incoming purchasing requests for completeness. Train and manages the procurement staff on the appropriate procurement method, schedule, and assignment of procurement requests. Prepares items, documents, and reports for the Board of County Commissioners' meetings and presents said items. Manages complex or sensitive Requests for Proposals (RFP), Invitations for Bid (IFB); Requests for Quotes (RFQ); Letters of Interest (LOI); and Amendments and Change Orders. Supervises month- and year-end closings and fiscal year start-ups.
Knowledge / Skills
Thorough knowledge of State of New Mexico Procurement Code and Federal purchasing rules and regulations. Knowledge of modern government accounting and purchasing systems and procedures and their uses; of governmental fund budgeting; and of New Mexico procurement laws, procedures, regulations and manuals. Knowledge of office procedures and equipment including basic office machinery and word processing programs and the ability to learn more complex computer programs. Flexibility and adaptability to changing work requirements. Ability to understand relationships and dependencies between tasks and departments; ability to understand organizational needs and conduct cross-functional level planning. Ability to negotiate problems involving multiple variables in standardized situations. Ability to base method of purchase determination upon interpretation of specific rules and regulations Ability to train and mentor staff; to plan, assign, direct and review the work of procurement staff; and to supervise work of. Ability to perform effectively under strict deadlines; to implement procurement procedures and evaluate their effectiveness; to present recommendations clearly and concisely; and to work effectively with public officials, fellow employees and the general public. Ability to deal tactfully with controversial matters, and to effectively communicate verbally and in writing. Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment. Skilled in leading staff and working effectively within a complex governmental organization. Bachelor's degree in accounting, finance or related field; and Four (4) years procurement experience of which two (2) years must have been in a supervisory or management capacity; or, Any combination of education or experience in procurement or a closely related field totaling eight (8) years, of which at least two (2) must be in a supervisory capacity. Related experience may be substituted at a rate of 30 semester hours equal to one (1) year experience. A completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of supervisory experience.Working Conditions:
Work is performed in an office setting. Work schedule may include evening and weekend hours. Travel may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at short distance is required. May be subject to exposure to CRTs and VDTs.Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening.
