Full Job Description Position Summary:
The Purchasing Manager is responsible for overseeing the procurement operations of the institution, ensuring the timely, cost-effective, and compliant acquisition of goods and services. This role supports the institution's academic and administrative functions by managing vendor relationships, optimizing purchasing processes, and ensuring adherence to public procurement regulations and institutional policies.
Key Responsibilities:
Implement and manage an e-procurement module within the Jenzabar software system to improve efficiency and transparency. Train departments on e-procurement module. Develop, implement, and maintain procurement policies and procedures in alignment with institutional goals and regulatory requirements. Manage the end-to-end purchasing process, including requisitions, bid evaluations, contract negotiations, and purchase order issuance. Ensure compliance with federal, state, and local regulations, as well as institutional procurement policies. Identify cost-saving opportunities and lead strategic sourcing initiatives. Oversee vendor selection, evaluation, and performance management to ensure quality and reliability. Maintain copier fleet and water cooler rentals. Collaborate with academic departments and administrative units to understand purchasing needs and provide guidance on procurement best practices. Monitor expenditures and generate monthly financial reports. Maintain accurate records of purchases, contracts, and vendor communications. Management and final approver for the Amazon corporate account, the P-Card program, and corporate travel. Lead or support audits related to procurement activities.
Qualifications:
Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related field (master's degree or procurement certifications preferred). Minimum of 5-7 years of progressive experience in procurement or purchasing, preferably within higher education or public sector. Strong knowledge of procurement regulations, contract management, and sourcing strategies. Demonstrated experience with vendor negotiations and relationship management. Proficiency in procurement software and enterprise resource planning (ERP) systems (Jenzabar preferred). Excellent analytical, organizational, and problem-solving skills. Strong communication and interpersonal skills, with the ability to collaborate across departments.
Work Environment:
This position operates in a professional office environment within a higher education institution. Occasional travel for vendor meetings or conferences may be required.
