Job Description:
The Procurement Manager is responsible for overseeing and managing agency?wide procurement and purchasing activities within a highly regulated public?sector environment. This role leads the full procurement lifecycle-from solicitation planning and vendor sourcing to contract execution and compliance oversight-ensuring all purchasing activities are timely, cost?effective, and fully compliant with federal, state, and local regulations. The ideal candidate brings strong leadership, deep knowledge of public procurement processes, and the ability to partner across departments to support organizational needs while maintaining strict compliance and audit readiness. Lead and manage end?to?end procurement activities, including development of bid specifications, coordination of RFPs/RFQs/IFBs, vendor evaluations, contract awards, and execution Oversee vendor outreach, communication, negotiations, and ongoing vendor relationships Coordinate bid openings, evaluation committees, scoring processes, and all related documentation Ensure full compliance with federal, state, and local procurement regulations, policies, and internal procedures, including HUD?funded procurement requirements Review contracts, amendments, and supporting documentation to ensure accuracy, compliance, and appropriate language prior to execution Maintain complete, accurate, and audit?ready procurement files, records, and reporting Collaborate with internal departments to understand purchasing needs, develop specifications, and align timelines Support sourcing and procurement for services and goods such as maintenance, landscaping, professional services, and operational vendors Identify opportunities to improve procurement processes, documentation standards, and internal controls Serve as a subject matter expert and primary point of contact for procurement?related inquiries
