The district's geographic boundaries encompass 155 square miles, taking in most of north Orange County and a small portion of Los Angeles County. The district's service area includes 18 cities and communities and 16 school districts. The NOCCCD campuses serve an area of over one million diverse people. The student population demographics, district-wide are: Latinx 47.2%; Asian 17.9%; White; 16.5%; African American 2.6%; Multi-Ethnicity 2.6%; Pacific Islander 0.3%; and America Indian/Alaskan Native 0.2%. The district is part of a regional higher education community that includes the California State University campuses at Fullerton and Long Beach, the University of California Irvine, and the Chapman University system. The District is seeking to hire an innovative and collaborative District Director of Purchasing to lead the Purchasing team. The Purchasing team is comprised of one (1) Assistant Director of purchasing, three (3) Buyers, and one (1) Purchasing Technician.What We Offer:

Under the direction of the Vice Chancellor, Administrative Services, this position is responsible for planning, directing and coordinating the District's centralized purchasing operations and activities. Distinguishing Characteristics Essential FunctionsESSENTIAL FUNCTIONS

Plans, directs and coordinates centralized District purchasing functions and activities in accordance with District policies, procedures and objectives; assures compliance with applicable laws, regulations, and contractual requirements; supervises District warehouse operations; develops and implements plans and policies to facilitate and improve services and operations. Prepares and reviews bid documents and purchase requests; conducts bid openings; evaluates and analyzes bids; recommends award of contracts; prepares reports of bids and awards; maintains catalog and bidders lists. Conducts investigations and analyses to determine optimum sources for purchase of equipment and supplies; prepares specifications and analyzes quoted prices; supervises the preparation of purchase documents and related follow-up procedures; executes purchase orders and service contracts; supervises the inventory control and equipment tagging of fixed assets; directs and coordinates the sale of surplus and obsolete District property. Explains and interprets policies and procedures relating to purchasing functions and activities; maintains current knowledge of applicable laws and regulations; provides technical information and assistance related to the preparation of specifications and evaluation of equipment, supplies and services. Maintains communication with District and college personnel, vendors, sales representatives, governmental agencies, and various outside organizations to exchange information, resolve conflicts and issues and coordinate the activities of assigned programs and operations. Develops and prepares the annual preliminary budgets for assigned programs; monitors and controls budget expenditures; directs the preparation and maintenance of detailed and comprehensive reports, records and files regarding programs, operations, and activities. Develops, prepares and maintains a variety of detailed and comprehensive reports, records and files related to assigned programs, operations, and activities. Organizes, attends, or chairs a variety of meetings as required; serves on committees and special projects as assigned; coordinates programs and services as appropriate with other District and college personnel. Trains, supervises, evaluates and directs the work of personnel as assigned; participates in selection and hiring processes. Plans, organizes and arranges appropriate training and staff development activities; provides orientation for new employees. Learns and applies emerging technologies and advances (e.g., computer software applications) as necessary to perform duties in an efficient, organized, and timely manner. Demonstrates sensitivity to and understanding of the diverse academic, socioeconomic, cultural, ethnic and disability backgrounds of community college students and staff. Provide leadership in District/College efforts to increase the diversity of faculty and staff, to address student achievement gaps, and in the creation of a welcoming and inclusive work and educational environment. Assist and promote the growth and success of a diverse population of students and employees through the development of interculturally competent and equity minded management and leadership abilities. The ideal candidate should have experience in this area with African Americans, Latinx, Native Americans, Pacific Islanders and other disproportionately impacted students and employees. This position requires a valid driver's license. Incumbent may be required to travel off site for business reasons. All employees driving personal, leased, or district-owned vehicles for District related activities must certify possession of a valid Driver's License. Any combination equivalent to a bachelor's degree in business administration, public administration, or related field and minimum of five years of increasingly responsible purchasing services experience. Possession of an advanced degree in business administration, public administration or related field from a regionally accredited institution. Administrative or supervisory experience in a community college or other higher education environment. Experience working with computer software and other technologies utilized in the administration of purchasing services. Familiarity with the Banner finance system. Experience evaluating purchasing processes and procedures, providing recommendations, and implementing process improvements. Experience collaborating with faculty, staff, and/or community leaders in programs and initiatives that are specifically designed to assist historically underrepresented students achieve their educational goals. Prior experience in approaching work and interactions with colleagues and/or students in an equity minded manner. Ability to provide an inclusive and welcoming work/educational environment. Work Schedule:
District employees can apply for the Flexible/Hybrid Work Program, working a hybrid schedule of remote work and in-person each week.
