Salary Range:
$150,800 - $242,500 (SSA) What your job will be like: You will lead the Laboratory's acquisition services, driving everything from acquisition planning to the award and administration of cost‑type and fixed‑price agreements for commercial and non-commercial fabrication, construction, supplies and services of all values. You will also play a key role in advancing key business functions, including technology transfer, the Purchase Card program, e‑Commerce systems, the Small Business Program, and the development of a category management program. In this leadership role, you will set direction for the Procurement team and the broader Laboratory, guiding strategy, operations, and day‑to‑day execution. You will prioritize competing needs and determine the right level of response to both routine and highly complex procurement challenges. Throughout, you will ensure all procurement actions are executed with excellence and in full compliance with applicable laws, regulations, company policies, and the DOE Prime Management and Operating (M&O) Contract.
In this job you will:
Work to maintain a DOE-approved procurement system through leadership, supervision, oversight and technical expertise. Foster a culture of exceptional procurement operations through effective and proactive engagements with staff. Lead and mentor the department in all areas of federal purchasing activities to drive operational efficiencies, effectiveness, and improvements. Serve as a acquisition specialist and point of contact for all procurement related matters. Collaborate with stakeholders such as Project Managers, Legal, and Accounting/Finance throughout the award and administration of procurements. Ensure Laboratory's Acquisition Policy Manual, Procurement Operations Manual, forms and formats, and other supporting documentation necessary to ensuring the effectiveness and compliance of the procurement system. Provide strategy and policy formulation, management, and supervision for those engaged in the procurement processes of the Laboratory. Develop and manage the Procurement resources necessary to effectively achieve mission objectives. Responsible for the overall staff training necessary to accomplish effective award, administration, and oversight of subcontracted work. Review and approve procurement file documentation and packages for DOE consent/approval advise on milestones, deliverables, terms and conditions and all other elements of procurement files. Oversee and report on procurement Self-Assessment through effective use of metrics. Regularly monitor and collaborate to ensure performance level requirements are met. Create, maintain and regularly monitor metrics and identify opportunities to drive improvement and efficiencies and provide reports on overall progress. Provide leadership and oversight for large Project acquisitions. Frequently interact with Laboratory leaders and Government personnel to resolve and/or support resolution of complex procurements.
Experience Required:
15 or more years Subject Matter expertise in
Federal Acquisitions/Procurement Required:
10 or more years Managerial experience in
Procurement/Subcontracts Preferred:
3 or more years
DOE Experience Education Required:
Bachelor's Degree in Business Administration, Finance, Purchasing/Supply Chain Management or related degree
Preferred:
Master's Degree MBA, or applicable graduate education Experience and Education Exchange Education above the minimum may be substituted for experience. Relevant experience may be substituted for education.
Knowledge, Skills, and Abilities High:
Expert knowledge of the principles, laws and thresholds of federal acquisition regulations as they apply to the cost effective acquisition of goods and services and contracting activity.
High:
Expert negotiation skills with a focus on Federal procurements and reduced cost/price. Significant understanding of contract types, milestones, documentation and technical team evaluations. Subject Matter Expert (SME) on subcontracts, purchasing, technology agreements and related policies and procedures. Good working knowledge of the Environmental, Safety, Health & Quality policies, practices, and procedures as they relate to the procurement functions. Excellent written and verbal communication, facilitation, and presentation skills.
High:
Extensive knowledge of laws and regulations as they apply to contracting activity. In depth knowledge of Information Technology procurements.
High:
Management, leadership, team building, analytical, problem solving, statistical, interface, decision making, and conflict resolution skills. Understanding and application of working with technical personnel.
