PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery's rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. For more information, please visit our website: PEMEX Job Summary The Senior Manager, Contracting & Procurement leads the end-to-end supply chain function for all non-hydrocarbons spend at a large, complex refinery, with accountability for Procurement, Commercial Contracts, Warehouse & Logistics, and Demand Planning. This role is responsible for ensuring the safe, reliable, and cost-effective delivery of all goods and services required to support continuous operations, maintenance, and major events. This leader plays a critical role in shaping commercial strategy, strengthening governance, and driving disciplined purchasing behavior across the site. The position requires strong cross-functional leadership, balancing enterprise standards with site priorities to deliver operational excellence, commercial competitiveness, and long-term value.Accountabilities & Responsibilities:
Lead, develop, and hold accountable a multi-disciplinary supply chain organization across Procurement, Contracts, Warehouse & Logistics, and Demand Planning, while building strong cross-functional partnerships and maintaining independent, objective decision-making Set and execute sourcing and contracting strategies for major spend categories, including maintenance, turnarounds, and site services, while strengthening supplier performance and driving competitive outcomes Establish and enforce fit-for-purpose governance that drives disciplined purchasing behaviors, improves compliance, and reduces off-contract and non-standard buying practices Lead warehouse and logistics operations to ensure safe, efficient, and reliable material flow, including development and execution of a spares and stock strategy aligned with asset criticality and site reliability needs Ensure continuity of supply through effective Procure-to-Pay execution, escalation management, and alignment with Operations and Maintenance priorities, including support for turnarounds and capital projects Implement and maintain procurement policies, controls, and standards, partnering with Legal, Finance, and HSSE to manage commercial and operational risk and ensure audit readiness Drive continuous improvement across processes, systems, and ways of working, promoting a culture of curiosity, accountability, and operational excellence while delivering cost savings, efficiency gains, and capability improvements .Qualifications:
Proven leadership experience managing multi-functional supply chain teams in a refinery or heavy industrial environment Strong ability to influence Operations, Maintenance, Finance, IT, HSSE, Projects and stakeholder management skills Commercial acumen with experience in strategic sourcing, contracting, and supplier performance management Demonstrated ability to establish and enforce fit-for-purpose governance and drive compliance Experience leading warehouse operations with a focus on inventory optimization and reliability support A continuous improvement mindset with a focus on efficiency, standardization, and value creation Strong communication, decision-making, and problem-solving skills Strong negotiation and contract management skills Experience with ERP and procurement systems (e.g., SAP, Coupa)Job Knowledge, Skills & Experience Education and Experience:
Bachelor's degree in supply chain, Engineering, Business, or related field (or equivalent experience) 10+ years of experience in supply chain, procurement, or operations within oil & gas or heavy industry Physical requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
