Shape and lead the purchasing strategy across project development, construction, and ongoing operations. The right person has stood up or grown a procurement function within a project-delivery or capital-intensive infrastructure setting. Take ownership of sourcing decisions, supplier selection, commercial negotiations, and ongoing vendor relationships. Define category-level strategies across major expenditure areas including drilling, well stimulation, EPC contracting, and operations and maintenance - drawing on hands-on experience negotiating high-value, complex spend categories. Partner with engineering, project, and operations teams to ensure that scopes of work, technical specifications, and project timelines are structured for clean execution through procurement. Cross-functional fluency across project management, finance, and legal is essential. Pursue cost efficiency, commercial rigor, and value optimization throughout the supply chain - balancing price competitiveness with supplier quality, delivery reliability, and total lifecycle value.
Create the governance infrastructure:
sourcing policies, authorization matrices, and competitive bidding frameworks that bring consistency and accountability to how the company buys. Actively manage long-lead procurement, delivery risk exposure, and supplier performance - with a structured approach to category oversight and supply chain risk mitigation. Align with finance on budget planning and cost tracking, and with legal on contract structure, terms, and risk distribution. Architect procurement as a scalable, process-driven capability - not just a transactional function. This role suits someone who thrives in build mode, designing systems from the ground up rather than simply operating ones that already exist.
