Job Description

I. Qualifications
  • Bachelor's degree in Social Services or related field. Master's degree preferred.
  • Three years' experience in human service delivery (preferably in a supervisor role) and/or 1-2 years' experience in advocacy preferably at a CASA program.
  • Experience in Grant writing or programmatic reporting is a plus.
  • Prior case management, child welfare or court experience is desired.
  • Must be able to work traditional and non-traditional hours. II. Organizational Relationships and General Description
  • Serves as primary contact person for the CASA program.
  • Reports to the Director of Advocacy (DOA).
  • Provides leadership function and supervision of CASA staff.
  • Responsible for all programmatic budgeting and grant submissions.
  • Interfaces with Court, DHR/DFCS, Attorney's and other Human Service delivery providers.
  • Interacts with all Twin Cedars Youth and Family Services, Inc. (TCYFS) staff. III. Description of Key Responsibilities 1. Responsible for Volunteer/Program management.
  • Responsible for and provides recruitment, screening, training, and supervision for all CASA staff, and Volunteers in accordance with National CASA standards and ensures there are a sufficient number of volunteers for case assignment.
  • Ensures all CASA Volunteers and staff complete current National CASA pre-service and on-going yearly training requirements and all background check requirements.
  • Provides supervision to CASA Volunteers and assists them in their advocacy efforts by providing feedback and edits written court reports to ensure fact-based recommendations on the child's needs and best interest.
  • Keeps current on developments in the child welfare and child abuse and incorporates new knowledge into volunteer and staff training.
  • Responsible for accurate client and Volunteer files (including database) and record keeping in accordance to all standards.
  • Develops recruitment, retention and growth plan/strategies to meet the changing environment and needs of victims. 2. Responsible for Staff and Administration Management.
  • Responsible for the recruitment, interviewing and selection of all staff and ensuring all background checks and on-boarding/training of new staff and oversee their professional development.
  • Ensures all staff are compliant with yearly training requirements set forth by Twin Cedars, Membership affiliations and grantors.
  • Spearheads and organizes all required on-site review materials and submission of pre-audit request for National CASA, State Unit, VOCA, PQI and COA.
  • Identifies area of weakness and develops a corrective plan.
  • Provides active leadership, supervision/feedback and governance of staff.
  • Collaborates with staff in the execution of grant requirements and provides training as required to reach outcomes/deliverables.
  • Holds staff accountable and balance appropriate administrative/disciplinary action.
  • Completes Performance Appraisal Instrument (PAI) evaluations within 30 days. 3. Responsible for Fiscal management of the program.
  • Researches, seeks, and applies for local, state, and national grants to have adequate funding to meet program expenses and to have opportunities for expansion.
  • Follows policy and procedures and authorization to apply for grants.
  • Obtains all required documents to submit grant applications, activate grants and completes reporting requirements prior to deadlines.
  • Assist the Director of Advocacy in preparing the annual budget.
  • Responsible for maintaining a balanced budget for the program and make strategic decisions to remain within budget.
  • Communicates, coordinates and provides assistance to the Finance Department's Grants Manager for financial reporting.
  • Approves all expenditures for the program in accordance to TCYFS policy.
  • Develops donor relations for program donations and develops and carries out an annual fundraiser to meet program expenses. 4. Responsible for the planning, provision, and evaluation of core CASA services to the Court.
  • Coordinates case assignment with the Court and Social Services.
  • Provides feedback and edits volunteer written reports to ensure fact-based recommendations on the child's needs and best interest.
  • Ensures CASA representation at during court proceedings to document and track the outcome of the hearing and judicial orders.
  • Safeguards the reputation of the CASA program and proactively problems solves any potential threats. 5. Maintains National and State CASA Standards. Responsible for ensuring compliance with current National CASA and State Unit CASA standards and serves as agency representative.
  • Attends all State Unit meetings, conferences, and trainings as contractually required and networks with other CASA Directors across the state to stay connected to trends, best practices and sharing of information.
  • Seeks opportunities to become involved with state unit Board of Directors or committee assignments when possible. 6. Community Awareness and Outreach
  • Participates in community events and outreach activities to educate the public on issues in child abuse and the need for CASA Volunteers.
  • Promote inter-agency advocacy by identifying, cultivating, and maintaining professional relationships with various victim serving agencies and makes appropriate referrals.
  • Manages social media and all external communications.
  • Completes quarterly board reports and program annual reports. 7. Knowledge, Skills, Abilities and Leadership Characteristics

  • Demonstrates clear, concise, error-free writing skills and writes well under deadline pressure without loss of quality.
  • Possesses sensitivity to the cultural differences that are present in the service population and seeks culturally diverse staff to match population served when possible.
  • Ability to analyze a situation, plan a solution and implement it effectively.
